CITY OF BEAUMONT,CALIFORNIA Transit System Notes to Financial Statements For the Fiscal Years Ended June 30,2017 GENERAL INFORMATION The ?nancial statements of the Transit System are intended to present the ?nancial position and results of operations of only those transactions attributable to the Transit System (the System), operated by the City of Beaumont,California (the City).The ?nancial statements of the Transit System are included in the basic ?nancial statements of the City. As an operator of a public transportation system,the City is eligible to receive Transportation Development Act (TDA)Article 4 Funds in accordance with California Public Utilities Code §99260.Pursuant to §99260,Article 4 monies may be used for the support of public transportation systems,aid to public transportation research and demonstration projects,and contributions for the construction of grade separation projects.These Funds were allocated by the Riverside County Transportation Commission (RCTC)to supplement the City's transit operations. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Fund Accounting The accounts of the City are organized on the basis of funds.A fund is de?ned as an independent ?scal and accounting entity wherein operations of each fund are accounted for in a separate set of self-balancing accounts that record resources,related liabilities,obligations,equity segregated for the purpose of carrying out speci?c activities or attaining certain objectives in accordance with special regulations,restrictions or limitations.The City accounts for the activity of the System in its Transit System,which is an Enterprise Fund. Enterprise funds are used to account for operations that are ?nanced primarily through user charges, or where the governingbody has decided that determination of net income is appropriate. The accounting policies of the System conform to accounting principles generally accepted in the United States of America as applicable to governments.The Governmental Accounting Standards Board (GASB)is the accepted standard-setting body for establishing governmental accounting and ?nancial reporting principles in the United States. Measurement Focus and Basis ofAccounting Enterprise funds are accounted for on the ?ow of economic resources measurement focus and use the accrual basis of accounting.Revenues are recognized when earned and expenses are recognized when incurred regardless of the timing of related cash ?ows. The Police Department has a qualified and trained canine search team to complete the searches as requested by the District.The terms of the agreement allow the police department's canine search team to search/sniff the communal areas,lockers,gym areas, parking lots,grounds,and other select areas on District property.Our police canine handler will notify the authorized District representative(s)of any alert made by the canine as a result of the search.The police canine will not be used to sniff any person. The District has agreed to compensate the City in the amount of $5,500 for the use of the canine search team.The term of this agreement is from August 2018 through ]une 2019. II—JII-P—IIII-IIIIE-‘I-1 I'I.I -.--.-I-|I'II -I_- II.I I __--.I.__I-.-I.._._-.I_I ..a.I-'I ..I.- within the design parameters,the capacity to provide sufficient process air and thus maintain desired levels of Dissolved Oxygen (DO)appears to be limited.On July 7,2018 at approximately 12:20pm,the WWTP experienced a power surge.The power surge was limited to Building No.8.The emergency generator started as required;however,the Automatic Transfer Switch (ATS)did not transfer to emergency power.As a result,the aeration blowers failed to operate,which resulted in an interruption of aeration to BioLac basins No.3,4,and 5.It is estimated that the aeration blowers were off-line for a period of 33 minutes.At approximately 3:00pm,the ef?uent turbidity NTU level started to increase above the normal operating level.On Iuly 8,2018,the ef?uent turbidity was above 2 NTU. The ef?uent NTU level came close,but never exceeded the discharge limits for turbidity. Exceeding the limits of turbidity can lead to violation of the City's permit. In addition to the increased BOD loading experienced in the plant,the condition of the existing aeration system,specifically the condition of the submerged diffuser assemblies is assumed as one of the main factors limiting the ability to maintain the DO levels in the aeration basins.The role of the diffusers in an aeration system is critical as they ensure that the air bubbles are distributed evenly and are of the appropriate size which is critical for the oxygen transfer efficiency.In other words,large unevenly distributed bubbles result in low oxygen transfer levels and in some cases may be completely inefficient.Surface observations of the visible air patterns of the existing aeration basins do not appear to match the expected fine bubble diffuser patterns.In addition,a review of available maintenance and purchase records from Parkson Corporation and their local representatives Coombs and Hopkins appear to indicate that the diffuser system has not been replaced or serviced by the Parkson Corporation in the last ten years.Information provided by the plant staff indicates that limited maintenance activities have been performed intermittently.Based on this information,and the typical lifespan of diffusers of approximately seven years,it was concluded that the diffusers have likely reached the end of their useful life and are the main reason for limited ability to provide sufficient D0 in the existing aeration basins. In order to confirm the condition of the aeration equipment and determine what maintenance and service measures can be implemented to restore the capacity and efficiency of the existing aeration system,service representative from Parkson Corporation has performed an inspection of the existing aeration system for the three basins constructed in 2007.The inspection was limited to only these three basins due to the planned construction phasing associated with the Salt Mitigation Upgrade Project.It is planned that the plant will heavily rely on these three basins to provide adequate treatment during the construction.Furthermore,the ability to increase the efficiency of these three basins would potentially allow for decommissioning of existing Aeration Basin #2 which may result in reduced construction costs associated with the WWTP upgrade. Attachment A Employment Contract Page 260 of 310 Page 261 of 310 Page 262 of 310 Page 263 of 310 V Page 264 of 310 W '| 2.6 Business Related E ui ment.CITY shall also provide EMPLOYEE a smart phone and personal computer (at work)for use in connection with CITY business.CITY shall be responsible for maintenance of said items. 2.7 Partici ation in Additional CITY Pro ams.EMPLOYEE shall be eligible to participate in any other CITY programs/employment bene?ts to the extent they are offered to non-represented CITY management employees,including but not limited to,the bilingual program or deferred compensation plan. 2.8 Administrative/Personal Leave.EMPLOYEE shall be allocated a maximum of forty (40)hours of administrative/personal leave on July 1st of each CITY ?scal year.The maximum amount of administrative/personal leave that EMPLOYEE may accrue at any given time may not exceed eighty (80)hours total.EMPLOYEE may request payment of up to forty (40)hours banked administrative leave pay,to be paid by separate check,per calendar year. Requests for payment of banked administrative leave pay should be submitted in accordance with the procedure stated in the Managers Group MOU. 3.ILLNESS OR INJURY‘DISABILITY AND DEATH. 3.1 Cessation of Work Due to In'u or Disabilit .In addition to any right of termination set forth under Section 1.3 (Employment With CITY “At-Will”),above,CITY also reserves the right to terminate EMPLOYEE’s employment along with this Agreement if EMPLOYEE ceases to work as a result of injury or disability which results in Employee being unable to perform the essential duties of the COMMUNITY SERVICES DIRECTOR position, with or without accommodation,for a period of six (6)consecutive months or more,as documented by a healthcare provider.The foregoing notwithstanding,CITY may terminate EMPLOYEE if,in the CITY’S unilateral discretion,the disability poses a direct threat to the safety of CITY,EMPLOYEE or any other employees working for CITY and any reasonable accommodationattempted by CITY would not mitigate or eliminate such a threat.CITY will not provide a severance payment if EMPLOYEE is terminated under this Section of this Agreement. 3.2 Com ensation for Work—Related Illness or In'u .In the event EMPLOYEE suffers a physical or mental illness or disability arising out of the course of employment, EMPLOYEE’s exclusive remedy or remedies against CITY for such illness,injury or disability shall be those legally allowed under the workers’compensation laws of the State of California. The Parties fL1I'tl‘l€I'agree that the California Workers Compensation Appeals Board shall be the exclusive venue for any claim of physical or mental illness or disability arising out of the course of EMPLOYEE’S employment with the CITY. 3.3 Medical Examination.EMPLOYEE agrees to submit to a medical and/or psychological examination by a quali?ed physician or psychiatrist selected by CITY,in the event the CITY determines a medical and/or psychological examination is needed to make a decision under Sections 3.1 through 3.2.CITY and EMPLOYEE shall receive a copy of all medical reports related to the examination.
