Home My Public Portal Aboutr 15-199i r- No. 1199 Dace of Adoption SepWnblr 17, 2015 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES CHROME PARK SPRAY PAD IMPROVEMENTS WHEREAS, the Borough of Carteret is in need of engineering and inspection related services with regard to Design, Construction Administration and Project Management for the Chrome Park Spray Pad Improvements WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise for said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $23,900.00; and WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that fimds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough Of Carteret, County of Middlesex, State of New Jersey, as follows: L That the proposal from T &bl Associates for engineering and inspection related services with regard to Design, Construction Administration and Project Management for Chrome Park Spray Pad Improvements at a total cost not to exceed $23,900.00 at the rate set forth in T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N,J.S.A. 40A:11- 5(I)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department and T &M Associates. Based on previous discussions, it is understood that the Borough wishes to construct a new spray pad, approximately 30' x 45', with possibly one above ground structure and multiple flush mounted spray jets. The spray pad will be located in the existing grass area immediately south of the former Mercer Street right -of -way. The estimated cost of the spray pad and amenities is $200,000. SCOPE OF SERVICES Deslrn Phase 1. Complete a topographic survey of the area in question. A boundary survey was completed in 2006. Topographic features shown on this original survey will be updated based on the current field work and will stay within the park side of sidewalk along the adjacent streets. 2. Conduct site visit and confirm existing conditions as well as locations for electric and water service. 3. A base map for the construction plan will be prepared from the above topographic survey and subsequent field visit. 4. Layout and design spray pad and other site amenities. Work with the spray pad equipment manufacturer to develop a layout. It is assumed that the pad will feature mostly low -flow at -grade fixtures with one or two above - ground features. All fixtures will be mounted on a concrete pad. All valves and piping will be located in an underground vault to be supplied by the manufacturer. 5. Provide new water service to the pad from Bergen Street or Pershing Avenue, It is assumed that adequate water pressure is available and a booster pump will not be required. 6. Provide new electric service to the pad from Bergen Street. It is assumed that the service will extend to a panel mounted in a pad- mounted cabinet. 7. Provide a drain within the spray pad and connect to the local sanitary sewer collection system. 8. Provide a perimeter concrete walkway and connection to existing park walkway as well as park benches. 9. Prepare construction drawings, specifications and a preliminary construction cost estimate for the proposed work including bid documents and proposal form. 10. Upon completion of the plans, specifications and construction cost estimate, T &M will transmit draft documents to the Borough for review of the construction documents. T &M will incorporate appropriate comments and final revisions will be made to the plans and specifications in preparation for bidding. Upon completion of the plans and specifications, we will present the project to the Borough requesting approval and authorization to advertise the project for bids. 2. We will advertise the project on behalf of the Borough and answer questions that arise during the bidding phase of the project from prospective bidders. 3. We will attend the bid opening at Borough Hall with the appropriate municipal officials. 4. We will assist Borough officials with the bid review process including an evaluation of the contractors' bid submissions. As part of this effort, we will prepare a bid tabulation sheet comparing the various bids received, review the credentials of the low bidder, and prepare a recommendation for award. PROJECT FEE We are prepared to proceed with the above scope of work upon your authorization and suggest a not to exceed fee of $28,900, for design and bid phase services. This fee is further broken down as follows: Topographic Survey, Base Mapping and Utility Coordination $ 3,300 Project Management, Meetings, Coordination with Equipment Manufacturer, Site Design, Spray Pad Design and Plan Preparation $16,530 Electrical Design $ 3,650 Water Service Design $ 4,400 Bidding Services 1,020 TOTAL $28,900 This fee will be billed monthly based on time expended, utilizing our current billing rate schedule in accordance with our current contract as Borough Engineer. No services will be provided beyond the scope described herein without authorization by the Borough.
