FOR RICHMOND POWER&LIGHT
NOVEMBER 1,2021
The Board of Directors for Richmond Power & Light Plant met in regular session on,
November 1,2021,immediately following the regular meeting of the Richmond Common
Council,in the Community Room of the Municipal Building in said City. Chairperson Oler
presided.
ROLL CALL:
Board members present were Doug Goss, Lucinda Wright,Bill Engle,Jeff Cappa,Jeffrey
Locks, Gary Turner,Jane Bumbalough,Ron Oler and Larry Parker.
Also present were:Tony Foster,General Manager;Andrew Sickmann,Corporate Council;
Karen Chasteen,City Clerk;Ben Phillips;Jason Hartman,Dexter Melling&Jerry Wilson,
Parallax employees; and,Media.
APPROVAL OF MINUTES:
Board Member Locke moved to approve the minutes of the Regular Meeting held October
18, 2021, supported by Board Member Engle.Upon a vote viva voce,the motion carried.
Board Member Locke moved to approve the minutes of the Executive Session held October
21, 2021, supported by Board Member Bumbalough. Upon a vote viva voce, the motion
carried.
APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board Member Cappa moved to
approve claims for payments in the amount of Seven Million One Hundred seven Thousand
Five Hundred Dollars and two cents($7,107,500.02),supported by Board Member Turner.
Upon a vote viva voce,the motion carried.

REPORT BY GENERAL MANAGER:
• Raj Rao has announced he is retiring from IMPA April 5, 2022
• Special Meeting November 8, 6:00 pm to review the 2022 Operating and Capital
Budgets—in the Council Chambers
• RP&L offices will be closed November 25 &26 for Thanksgiving
• Presented the history of Parallax. All four of the Parallax employees are present at
this meeting
MISCELLANEOUS BUSINESS:
None
ADJOURNMENT:
There being no further business and a motion duly made,the meeting was adjourned.
