NOVEMBER 15,2021
The Common Council of the City of Richmond, Indiana met in a Regular Meeting
November 15, 2021 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR TURNER
President Parker called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss,Lucinda Wright,Bill Engle,Jeff Cappa,Gary Turner,
Jane Bumbalough,Ron Oler and Larry Parker. Absent was Jeffrey Locke.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Police Chief Mike Britt; Traci
McGinnis, Deputy Controller; Valerie Shaffer, Economic Development Corporation;
Sherrilynn Johnson,Hills Pet Products; and,Media.
APPROVAL OF MINUTES
Councilor Turner moved to approve the minutes of the regular meeting held November 1,
2021, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.

INTRODUCTIONS,MOTIONS,RESOLUTIONS

COMMUNICATION FROM THE MAYOR
• Review of Community Events
• The Implicit Bias and Diversity workshops went very well
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the October 21 and 28, 2021 meetings were accepted as presented.

• WAYNE COUNTY CONVENTION AND TOURISM BUREAU
The following were presented to continue on the Board for a term beginning
January 1,2022 and ending December 31, 2023:
Sam Patel—Lodging Industry
Pamela Broering—Travel Industry
Dana Weigle—Chamber of Commerce
Councilor Turner moved to approve,supported by Councilor Bumbalough. Upon
a vote viva voce,the motion carried.
• POLICE DEPARTMENT—Chief Mike Britt reviewed all aspects and activities
of the Police Department.
ORDINANCES ON FIRST READING
Councilor Goss moved to suspend the rules and read Ordinance Nos. 52&53-2021 on first
reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 52-2021—A SPECIAL ORDINANCE AUTHORIZING THE CITY
OF RICHMOND TO RECEIVE A DONATION FROM REID HEALTH
The Clerk read Ordinance No. 52-2021 on first reading by title only.
Councilor Cappa asked to be recused due to the fact Reid Health is his employer.
Councilor Oler moved to accept this request, supported by Councilor Turner. Upon a
vote viva voce,the motion carried.
Councilor Turner moved to advance Ordinance No. 52-2021 to second reading and public
hearing, supported by Councilor Engle.Upon a vote viva voce the motion carried.
President Parker declared Ordinance No. 52-2021 on public hearing. There being no
comments for or against, Councilor Oler moved for engrossment, supported by Councilor
Engle. Upon a vote viva voce,the motion carried.
Councilor Oler called for the question, supported by Councilor Engle.Upon a vote viva
voce,the motion carried.

Ordinance No. 52-2021 was adopted with a 7-1 roll call vote. Councilor Cappa was
recused.
ORDINANCE NO. 53-2021—AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 47-2020 KNOWN AS THE 2021 SALARY ORDINANCE(I&D)
The Clerk read Ordinance No. 53-2021 on first reading by title only.
The Finance Committee recommended approval.
Councilor Turner moved to advance Ordinance No. 53-2021 to second reading and public
hearing, supported by Councilor Engle. Upon a vote viva voce,the motion carried.
President Parker declared Ordinance 53-2021 on public hearing. There being no
comments for or against, Councilor Oler moved for engrossment, supported by Councilor
Engle. Upon a vote viva voce,the motion carried.
Councilor Oler called for the question, supported by Councilor Engle. Upon a vote viva
voce,the motion carried.
Ordinance No. 53-2021 was adopted with an 8-0 roll call vote.
ORDINANCES ON SECOND READING
RESOLUTION NO. 10-2021 — A RESOLUTION WAIVING NON-COMPLIANCE
RELATED TO LATE-FILED ASSESSED VALUATION DEDUCTION DOCUMENTS
OF HILL'S PET NUTRITION INDIANA,INC.
The Clerk read Resolution No. 10-2021 by title only.
The Tax Abatement Committee recommended approval.
Councilor Goss moved to approve, supported by Councilor Cappa. Upon a vote viva
voce,the motion carried.
Resolution No. 10-2021 was approved with an 8-0 roll call vote.
ORDINANCE NO. 50-2021 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER
APPLYING FOR DEDUCTIONS UNDER I.C. 6.1-212.1 (Hills)
The Clerk read Ordinance No. 50-2021 on second reading by title only.

comments for or against, Councilor Oler moved for engrossment, supported by Councilor
Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Oler called for the question. Ordinance No. 50-2021 was adopted with an 8-0
roll call vote.
MISCELLANEOUS BUSINESS
CALL FOR ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,the meeting
was adjourned.
