(13-1084) Attachments: Audio I. CALL TO ORDER Chair Jaynes called the meeting to order at 1:01 p.m. II. ROLL CALL Ivonne Evelyn Umana, Oversight Board Secretary, called the roll: Present: Board Members Linda Payne, Jose Pulido, Vice Chair Steven Peacock and Chair David Jaynes Absent: Board Members Brian Haworth and Scott Wiles Vacancies: County of Los Angeles Appointee III. STAFF COMMUNICATIONS This time is set aside for Successor Agency staff to update the Board on important items initiated by staff or previously requested by the Oversight Board. There were none. February 25, 2013 Temple City Oversight Board Statement of Proceedings IV. ADMINISTRATIVE MATTERS 1. Recommendation: Approve the minutes for January 7, 2013. (13-0828) On motion of Board Member Peacock, seconded by Board Member Payne, duly carried by the following vote, the Oversight Board approved the January 7, 2013 Minutes: Ayes: Board Members Payne, Pulido, Vice Chair Peacock and Chair Jaynes 4 - Absent: Board Members Haworth and Wiles 2 - Vacancies: County of Los Angeles Appointee 1 - Attachments: January 7, 2013 Minutes 2. Recommendation: Approve the minutes for January 22, 2013. (13-0830) On motion of Board Member Peacock, seconded by Board Member Payne, duly carried by the following vote, the Oversight Board approved the January 22, 2013 Minutes: Ayes: Board Members Payne, Board Member Pulido, Vice Chair Peacock and Chair Jaynes 4 - Absent: Board Members Haworth and Board Member Wiles 2 - Vacancies: County of Los Angeles Appointee 1 - Attachments: January 22, 2013 Minutes V. RECOMMENDATIONS 3. Adopt a Resolution approving a Recognized Obligation Payment Schedule (“ROPS 13-14A”) for the period of July 1, 2013 through December 31, 2013, in order to comply with Section 34177 of the Health and Safety Code. (13-0833) Tracey Hause, Administrative Services Director, provided a staff report and informed the Oversight Board that the Recognized Obligation Payment Schedule (ROPS) has a new naming convention beginning with this ROPS 13 -14 for Fiscal Year 2013-14 and A representing the first half of the fiscal year. The Department of Finance (DOF) also provided the Successor Agency a pre-populated form with the obligations reported in the ROPS for the period of January 1, 2013; and does not allow for any changes to be made to disallowed items to preserve the line item number assigned to the obligation. Page 2 February 25, 2013 Temple City Oversight Board Statement of Proceedings Board Member Payne requested clarification on 2005 TABS. Teresa Highsmith, Oversight Board Legal Counsel, informed the Oversight Board that it is a tax allocation bond series prior to dissolution of the former Redevelopment Agency. Board Member Payne also requested clarification on the Adminis trative Cost. Ms. Hause informed the Oversight Board that the administrative cost includes legal services to the proceedings of the Oversight Board and the Successor Agency. Ms. Highsmith also added that the purpose of the administrative allowance is not only to staff the Oversight Board, but the Successor Agency’s staff time in preparing the ROPS and answering questions posed by the Oversight Board, Department of Finance and the County of Los Angeles Auditor-Controller. The Administrative Allowance intent is to compensate the Successor Agency staff during the wind down process in compliance with statute. Vice Chair Peacock requested that the Successor Agency to provide an Administrative Budget at the March 4, 2013 meeting. On motion of Vice Chair Peacock, seconded by Board Member Pulido, duly carried by the following vote, the Oversight Board adopted Resolution No. OB-2013-08, A Resolution of the Oversight Board for the Successor Agency to the Temple City Community Redevelopment Agency Approving a Fourt h Recognized Obligation Payment Schedule (ROPS 13/14A for the period of July 1, 2013 through December 31, 2013; and requests the Successor Agency to provide an Administrative Budget at the March 4, 2013 meeting for the Oversight Board's review and action: Ayes: Board Members Payne, Pulido, Vice Chair Peacock and Chair Jaynes 4 - Absent: Board Members Haworth and Wiles 2 - Vacancies: County of Los Angeles Appointee 1 - Attachments: Staff Report ROPS 13-14A Resolution Page 3 February 25, 2013 Temple City Oversight Board Statement of Proceedings VI.
