I. CALL TO ORDER
Chair Jaynes called the meeting to order at 1:01 p.m.
II. ROLL CALL
Cesar Hernandez, Oversight Board Staff, called the roll:
Present: Board Members Brian Haworth, Linda Payne, Jose Pulido,
Scott Wiles, Vice Chair Steven Peacock and Chair David
Jaynes
Vacancies: County of Los Angeles Appointee
III. STAFF COMMUNICATIONS
This time is set aside for Successor Agency staff to update the Board on
important items initiated by staff or previously requested by the Oversight Board.
There were none.
IV. ADMINISTRATIVE MATTERS
1. Recommendation: Approve the minutes for March 4, 2013. (13 -2491)
On motion of Board Member Pulido, seconded by Board Member Payne,
duly carried by the following vote, the Oversight Board approved the
February 25, 2013 Minutes:
Ayes: Board Members Haworth, Payne, Pulido, Wiles,
Vice Chair Peacock and Chair Jaynes

V. DISCUSSION AND ACTION
2. Review and discussion on the Fiscal Year 2013-14 Budget, and adopt Resolution
No. OB 2013-10 Amending an Administrative Budget for the Period of July 1,
2013 through December 31, 2013, for the Successor Agency to the Former
Temple City Redevelopment Agency (13-2499)
On motion of Board Member Payne, seconded by Board Member Pulido,
duly carried by the following vote, the Oversight Board adopted Resolution
No. OB 2013-10, A Resolution of the Oversight Board for the Successor
Agency to the Temple City Community Redevelopment Agency Approving
an Amendment to the Administrative Budget for the Period of July 1, 2013
through December 31, 2013.

3. Discussion on the Use of Bond Proceeds, and adopt Resolution No. OB 2013 -11
Approving Use of Bond Proceeds for Rosemead Boulevard Safety and
Beautification Enhancement Project. (13-2501)
On motion of Board Member Payne, seconded by Board Member Wiles,
duly carried by the following vote, the Oversight Board opened discussion
on the Use of Bond Proceeds for Rosemead Boulevard Safety and
Beautification Enhancement Project:
Ayes: Board Members Haworth, Payne, Pulido, Wiles,
Vice Chair Peacock and Chair Jaynes

Chair Jaynes suggested to amend the seventh “WHEREAS” recitals to say
“WHEREAS, The Oversight Board desires to affirm and approve the use of the
remaining portion of the $8,000,000 in 2005 Tax Allocation Bond funds for the
Rosemead Boulevard Safety and Beautification Project.”
On motion of Chair Jaynes, and by Common Consent, there being no
objection (County of Los Angeles Appointee being vacant) the Board
adopted the amended Resolution No. OB 2013 11, A Resolution of the
Oversight Board of the Successor Agency to the City of Temple City
Redevelopment Agency Affirming/Approving the use of 2005 Tax Allocation
Refunding Bond Proceeds for The Rosemead Boulevard Safety and
Beautification Project Consistent with The Dissolution Act and the 2005 Tax
Allocation Refunding Bond Documents.

On motion of Board Member Payne, seconded by Chair Jaynes,
unanimously carried, the Board cancelled the July 1, 2013 regular meeting

The meeting adjourned at 1:09 p.m. The next regular meeting is scheduled
for Monday, August 5, 2013 at 1:00 p.m.
