The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
November 24, 2021, in the Council Chambers the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Matt Evans. Emily Palmer was absent.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Specialist; Lieutenant Donnie Benedict; Ian Vanness, Director of Infrastructure &
Development; Monica Kochlein, and Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of November 18, 2021, supported by Ms. Robinson.
Upon a vote viva voce, the motion carried.

motion carried.
• STREET CLOSURE
Main Street Richmond
Downtown Holiday Parade
On December 3, 2021 starting at 6pm they are requesting to close 6th St from South A to
North A to allow participants to line up. In addition, they are requesting to close Main
Street from 6th St to 10th St. ending at 8pm. The parade starts at 7pm.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
City of Richmond
I &D Department
On December 6, 2021 for approximately 30 days they are requesting to close the 900
block of East Main Street for an emergency demolition of the structure located at 916/918
East Main Street.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
Richmond Symphony Orchestra
Flannel & Frost Holiday Stroll
On Friday December 10th, 2021 starting at 5:30pm they are requesting that Reeveston
Road be closed between S 18th and S 24th St for an evening of music. They will have
three (3) small ensembles that will be stationed at three (3) intersections. Strolling
carolers will be involved. They plan on having adults stationed at each intersection for
safety. The festivities should conclude no later than 9pm.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
