On motion of Vice Chair Peacock, seconded by Board Member Scott Wiles,
duly carried by the following vote, the Oversight Board approved the
September 17, 2012 Minutes.

2. Recommendation: Cancel the October 1, 2012 Oversight Board meeting. (12-

On motion of Board Member Payne, seconded by Vice Chair Peacock, duly
carried by the following vote, the Oversight Board cancelled the October 1,
2012 Oversight Board meeting.

IV. DISCUSSION
3. Recommendation: Close the public comment session for public input pertaining
to the Due Diligence Review and Adopt “A Resolution of the Oversight Board for
the Successor Agency to the Temple City Community Redevelopment Agency,
Approving the Housing Due Diligence Review.” (Continued from the meeting of
9-17-12) (12-4301)
Teresa Highsmith, Oversight Board Legal Counsel, advised the Oversight
Board to close the public comment session from the September 17, 2012
meeting and then proceed to take action on the final Due Diligence Review
(DDR).
On motion by Board Member Payne, seconded by Vice Chair Peacock, duly
carried by the following vote, the Oversight Board moved to close the
public comment session pertaining to the DDR:

Tracey Hause, Administrative Services Director, informed the Oversight
Board that the final Due Diligence Review had no changes and once
approved by the Oversight Board it will be submitted to the Department of
Finance, meeting the October 15, 2012 deadline.

On motion by Board Member Wiles, seconded by Vice Chair Peacock, duly
carried by the following vote, the Oversight Board adopted the "Resolution
of the Oversight Board for the Successor Agency to the Temple City
Community Redevelopment Agency, Approving the Housing Due Diligence
Review.

4. Matters not on the posted agenda (to be presented and placed on the agenda of
a future meeting). (12-4407)
Tracey Hause, Administrative Services Director, presented a verbal update
pertaining to the Recognized Obligations Payment Schedule for the period
of January 1, 2013 through June 30, 2013 (ROPS 3), which was submitted to
Department of Finance (DOF) on August 6, 2012 . Ms. Hause informed the
Oversight Board that the DOF took the following actions:
Approved the Tax Allocation Refunding Bonds (2005 TABS)
Disapproved the Rosemead Boulevard Enhancement Project
Approved Professional Services Agreement with Burke, Williams &
Sorenson
Approved Professional Services Agreement with Colantuono and
Levin
Approved Professional Services Agreement with Seifel Consulting,
Inc.
Approved Professional Services Agreement with Vavrinke, Trine, Day
& Co.
Approved Professional Services Agreement with Urban Futures, Inc.
Disapproved Statutory Pass-Through Payments

Disapproved Housing Bond Proceeds
Disapproved Low Moderate Housing Fund Deferral Payment
Ms. Hause informed the Oversight Board that the Successor Agency
requested a "Meet and Confer" with the DOF, scheduled for Monday,
October 1, 2012, pertaining to the disapproved items. The "Meet and
Confer" would be a telephone conference with Board Member Haworth,
Greg Murphy, Successor Agency Counsel and Ms. Hause in attendance.
Ms. Hause apprised the Oversight Board with the basis for argument for the
disapproved items as follows:
Rosemead Boulevard Enhancement Project: It is an on-going project
and has not gone through the complete Due Diligence Review
process, which the Successor Agency has until January 15, 2013 to
conclude;
Statutory Pass-Through Payments: Are a recognized obligation and
the City of Temple City was directed to pay the taxing agencies in
July but it was retracted from the DOF and advised the City had until
January 2013. The funds need to remain as they are owed to the
taxing agencies;
Housing Bond Proceeds: Emphasized that the proceeds are used for
housing projects; and
Low Moderate Housing Fund Deferred: It is a statutory obligation.
Chair Jaynes requested from the Successor Agency staff to provide a
payment of schedule for the outstanding loan at the next meeting. Ms.
Hause confirmed a payment schedule would be presented at the next
meeting.

The meeting adjourned at 1:14 p.m. The meeting of October 1, 2012 was
cancelled. The next regular meeting is on November 5, 2012.
