AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING ZONING ORDINANCE AMENDMENT NO. 2012 -01, AMENDING
SECTION 25 -20-4 OF THE LYNWOOD MUNICIPAL CODE IN ODER TO ESTABLISH
CITY -WIDE RESIDENTIAL DESIGN GUIDELINES
WHEREAS, the Lynwood Planning Commission, pursuant to law, on May 14, 2013
conducted a public hearing on the subject and adopted Resolution No. 3298,
recommending approval of Zoning Ordinance Amendment No. 2012 -01 to the City of
Lynwood's City Council in order to establish City -Wide Residential Design Guidelines; and
WHEREAS, the City Council conducted a public hearing on July 2, 2013 and
considered all pertinent testimony offered at the public hearing; and
WHEREAS, the City wishes to inform, guide, and inspire residential development
through quality design principles as well as to protect the City of Lynwood residents
from unsafe and unsightly conditions; and
WHEREAS, because the City's General Plan requires the preparation of a city-
wide design guideline, City staff has developed the City -Wide Residential Design
Guidelines (Guidelines), whose purpose is to provide comprehensive and consistent
design guidance for the development and rehabilitation of residential structures
throughout the City; and
WHEREAS, the Guidelines are consistent with the goals of the City's General
Plan and embody the spirit of the City's Zoning Code and regulations; and
WHEREAS, the Guidelines provide comprehensive guidelines and design
principles for Single Family, Two - Family, and Multi - Family Residential developments
and will guide the development of new residential structures as well as the rehabilitation
or remodeling of existing residential structures; and
WHEREAS, the City Council desires to implement the Guidelines by
incorporating its use into the City's Zoning Code by amending Section 25 -20 -4 of the
Lynwood Municipal Code (Amendment); and ;
WHEREAS, the Development Services Department has determined that the
proposed Amendment is exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guideline Section 15061(b) (3) in that there is no possibility that the
Amendment will have a significant effect on the environment.
NOW, THEREFORE, THE CITY.COUNCIL OF THE CITY OF LYNWOOD DOES
ORDAIN AS FOLLOWS:
Section 1. The Council finds that the above recitals are true and correct and are
incorporated herein by this reference.
Section 2. The City Council hereby finds and 'determines, as follows:
A. That the proposed Amendment is consistent with the goals, ,policies and
objectives of the general plan;
The City's General Plan requires the preparation of city- wide`=design- guidelines;
Within the General Plan, the City made it a priority to include a Community
Design Element. A policy of the Community Design `'Element'is to develop design
guidelines in order to facilitate the creation and identification of :distinct
neighborhoods throughout the City. The proposed Amendment will fulfill the
policy by creating the Guidelines.
B. That a proposed Amendment will not adversely:•af,ect surrounding'
properties.
The proposed Amendment will not have an adverse effect on surrounding
properties, but rather, improve surrounding properties, particularly residential
properties. New residential structures and rehabilitation or remodeling of existing
residential structures will be guided by the Guidelines, which will promote a
visually attractive, safe, and well planned community through the incorporation of
sound design principles, protect City residents from unsafe and. unsightly,
conditions, and preserve and maximize the image, character, and history of the
City.
Section 3. The City Council hereby approves-Zoning Ordinance Amendment
No. 2012 -01 amending Section 25 -20 -4 of the Lynwood.Municipal Code as described in
Exhibit No. 2 attached hereto and incorporated herein establishing City -Wide
Residential Design Guidelines.
Section 4. If any section, subsection, clause or phrase ofthis Ordinance is-for
any reason, held to be unconstitutional, or otherwise invalid, such 'decision • shall. not
affect the validity of the remaining sections of this Ordinance. The City Council hereby
finds that it would have passed this Resolution and each section,. subsection;esentence,
clause and phrase thereof irrespective of the fact that any one or more other sections,
subsections, sentences, clauses or phrases be declared unconstitutional or invalid.
Section 5. The Development Services Department has - determined ihatthe
proposed Amendment is exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guideline Section 15061(b) (3) in that there is, no possibility that the
amendment will have a significant effect on the environment and the City, Council
hereby affirms such determination.
Section 6. That the City Clerk shall certify as to the adoption of this Ordinance
following the second reading by the City Council.
First read at a regular meeting of the City Council held on the 2nd day of July, 2013 and
adopted and ordered published at a regular meeting of said Council on the 16th day of
July, 2013.

25 -20 -4: DESIGN STANDARDS:
The following minimum standards shall apply to all residential construction projects,
including manufactured housing:
A. All dwelling units shall have a minimum gross floor area of seven hundred fifty (750)
square feet. The minimum dwelling unit width and depth shall be twenty feet (20'),
measured from the exterior of the structure and excluding garages, porches, patios,
eaves, cabanas, and bay windows.
B. Siding material shall consist of stucco, wood, brick, stone, or decorative concrete
block. Synthetic materials of a similar appearance and equivalent durability shall be
permitted. Exterior siding shall extend to a point at or near grade. However, if an
approved solid wood, metal, concrete, or masonry perimeter foundation is used, the
siding need not extend below the top of the foundation.
C. Roofing materials shall be class A as defined by the uniform building code.
D. Utility hookups and an area shall be provided to accommodate installation of a
clothes washer and dryer. The hookups and area shall be provided within the primary
structure or within an enclosed accessory structure.
E. Areas for trash receptacles and recycling containers shall be provided as required by
the city of Lynwood.
F. Mobile- homes or manufactured homes placed in residential subdivisions shall be
designed and built to have an appearance similar to or in conformance with the
predominating architectural style of homes on the street. This shall include, but not be
limited to:
Building materials
Compliance with fire safety standards
Massing
Roofing materials
Window and architectural treatments
