THE CITY OF RICHMOND, INDIANA, DECEMBER 21, 2000
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5
p.m. Thursday, December 21, 2000, in the Community Room in the Municipal
Building. Chairperson Bob Goodwin presided with Robin Henry and City
Attorney Bob Bever present. Bruce Metzger was absent. The following business
was conducted:
APPROVAL OF MINUTES
Henry moved to approve the minutes for December 14, 2000, second by
Goodwin and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
None
BID OPENING
A. The following bids were opened for the Keyser Lane culvert
replacement: Culy Construction & Excavating, $14,645; Butler
Excavating, $13,500; Mike Delucio & Son, $24,900 and Potter
Construction $18,900. Bob Wiwi, City Engineer said he would review
the bids and bring them back later today for awarding.
REQUESTS
A. A letter was read from Karen Chasteen, Director of Alumni
Development, Richmond High School Alumni Association asking for
the closing of Elm Street between Richmond Hardware and the Louis
Dow building on March 16, 2001 from 8:00 P.M. to midnight. Henry
moved to approve, second by Goodwin and the motion was carried on
a voice vote.
BID AWARD
A. A letter was read from William Smith, Street Department Director.
Smith asked the bid for 2000 Tree Planting Contract be awarded to A.
Brown & Sons, Inc. for $68,337. Henry made a motion to approve,
second by Goodwin and the motion was carried on a voice vote

B. Goodwin read a letter from Vicki Stevens, Purchasing Director for a bid
for fuel/gasoline for 2001 for the City of Richmond. Stevens
recommended the bid be awarded as follows: Premium and Regular
Unleaded, Premium and Off-Road Diesel (dyed), to Warfield Oil and #1
and #2, Fuel Oil to Harvest Land. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.
C. After reviewing the bids for the Keyser Lane culvert, Wiwi
recommended the bid be awarded to Butler Excavating for $13,500.
Henry moved to approve, second by Goodwin and the motion was
carried on a voice vote.
CHANGE ORDER
A. Goodwin read a change order from Cox Excavating to dig and uncover
a 6 inch sewer, repair and replace section, located at 206 Pearl Street,
in the amount of $200.00. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.
AGREEMENTS
A. Wiwi presented an agreement for Professional Services between the
City of Richmond and Butler, Fairman and Seufert, for the
reconstruction of Hodgin Road from 200 feet east of Henley road to
200 feet west of South 37th Street. The compensation for the entire
project totals $60,000. Henry moved to approve, second by Goodwin
and the motion was carried on a voice vote.
B. Goodwin read a letter from William L. Shake, Chief of Police
requesting the approval of the annual maintenance agreement with the
Law Enforcement Television Network for the year 2001. The annual
fee is $6,336. Henry moved to approve, second by Goodwin and the
motion was carried on a voice vote.
C. Bever reported that the Local Firefighters Union previously approved
the contract with the City of Richmond and he is presenting this
contract for approval with this Board. The contract will be on file in the
City Clerk's Office. Henry moved for approval, second by Goodwin and
the motion was carried on a voice vote.

ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed,
and carried on a voice vote, the meeting was adjourned.
