THE CITY OF RICHMOND, INDIANA, NOVEMBER 2, 2000
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5
p.m. Thursday, November 2, 2000, in the Community Room in the Municipal
Building. Vice Chairperson Robin Henry presided with Bruce Metzger, and
Assistant City Attorney Steve Rabe present. Bob Goodwin was absent. The
following business was conducted:
APPROVAL OF MINUTES
The minutes of the October 26, 2000 were held for the next meeting as Henry
was not in attendance at that meeting and Goodwin was absent from this
meeting.
CLAIMS FOR PAYMENT
Metzger presented claims totaling $1,100,412.71 and moved to approve, second
by Henry and the motion was carried on a voice vote.
DISCIPLINARY ACTION
A. Kevin Nicholson, Assistant Fire Chief, read a letter from Fire Chief
Mike Allen concerning disciplinary action on Lieutenant Gregory
Knarzer. Allen recommended to the board that Knarzer be suspended
without pay for 9 days from the City of Richmond Fire Department to
be in effect at 7:00 a.m. on November 6, 2000 to November 15, 2000.
Metzger made a motion to accept the Chief's recommendation,.
second by Henry and the motion was carried on a voice vote
REQUESTS
A. Henry read a letter from William E. Bailey of Bailey's Towing and
Roadside Service asking to be added to the city towing rotation.
Metzger moved to approve the agreement and add Bailey to the towing
rotation, second by Henry and the motion was carried on a voice vote.
B. Henry brought to the board the Gun Buy Back Program and also the
use of the Rotunda area of the City Building on November 18th from 9
A.M. to 4 P.M. This was held from last meeting and Rabe explained
that since the Police Department is under this Board's control, that the
program and the use of the building should be approved. He also
emphasized that the money is coming from donations and no tax
dollars will be used. Officers will be stationed at the building to make
sure that no guns are brought in loaded.

Trigger locks will also be given to any one wanting them at no charge.
Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
BID AWARDS
A. Henry read a letter from Vicki Stevens, Purchasing Director,
concerning demolition of buildings at Gaar-Jackson and Round Barn
Road North. The lowest responsible bid was from Mike Delucio & Son
at $26,000 and she recommended that they be awarded the project.
Metzger made a motion to approve, second by Henry and the motion
was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed,
and carried on a voice vote, the meeting was adjourned.
