THE CITY OF RICHMOND, INDIANA, AUGUST 24, 2000_
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5
p.m. Thursday, August 24, 2000, in the Community Room in the Municipal
Building. Chairperson Bob Goodwin presided with Bruce Metzger, Robin Henry
and Assistant City Attorney Steve Rabe present. The following business was
conducted:
APPROVAL OF MINUTES
Henry moved to approve the minutes for August 17, 2000, second by Metzger
and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims for payment in the amount of $188,056.75 and moved
for their approval, second by Metzger and the motion was carried on a voice
vote.
BID OPENING
A. Two Bids were opened for the demolition of nine buildings. Mike
Delucio and Cox Excavating with the following quotes being read; 111
Mike Delucio & Son, 321 North 13th Street, $6,800; 210 South 13th
Street,$8,500; 1140 Ridge, $14,700; 117 North 20th Street, $9,500;
206 Pearl Street, $14,500; 500 North 20th Street, $14,500; 818 North
12th, $8,500; 1635 South 6th Street; $6,500; and 2127 Chester Blvd.,
$6,500. Cox Excavating, 321 North 13 Street, $3,900; 210 South 13th
Street, $4,900; 1140 Ridge Street, $4,000; 117 North 20th Street,
$6,700; 206 Pearl Street, $4,600; 500 North 20th Street, $3,900; 818
North 12th Street, $3,900; 1635 South 6th Street, $3,200; and 2127
Chester Blvd. $4,900. These bids were reviewed and brought back to
the board later that evening. The lowest bidder was Cox Excavating at
a total of $27,300. However, 3 of the buildings will be demolished at a
later date and they are located at, 321 North 13th, 210 South 12th and
818 North 12th
CHANGE ORDER
A. Bob Wiwi, presented Change Order#1 for the North 12th Street
Project. The amount of increase was $1,561.76, with the new total
being $325,805.96. Henry moved for approval, second by Metzger
and the motion was carried on a voice vote.

REQUESTS
A. The Rev. Daryl Greene requested approval for the Crop Walk Route
which will be held on October 22nd beginning at 1:30 at the South 10th
Street Park. Metzger moved for approval, second by Henry and the
motion was carried on a voice vote
B. Beth Fields, Program and Event Coordinator for Jazz Festival, Renee
Oldham, Main Street Richmond-Wayne County and Denise Newland
Special Events Coordinator for the Richmond Parks & Recreation
Department explained the events that will take place on the week-end
of September 8, and 9, 2000 for Jazz Festival and Family Fun Festival.
They also asked for street closures on South 10th and Park Place,
South 11 th & "B" and South 9th and "C". Metzger moved to approve,
second by Henry and the motion was carried on a voice vote.
C. Captain Don Ponder, Traffic Safety Division of the Richmond Police
Department asked for approval of the Life Chain on Sunday October 1,
2000 from 2 p.m. to 3 p.m. They will be standing on the sidewalk on
South "A" at the Court House and extending east. Metzger moved for
approval, second by Henry and the motion was carried on a voice vote.
D. Goodwin read a letter from Larry Curtis from Central United Methodist
Church asking for a noise variance on a Carillon the church is
installing. Henry moved for approval, second by Metzger and the
motion was carried on a voice vote.
E. Goodwin read a request for a Mini-Grant from Scott and Laura Hinkley
and Barbara Davis to landscape the median on South 18th Street from
South "E" Street and Reeveston Road. The amount they are applying
for is $500.00. Metzger moved for approval, second by Henry and the
motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed,
and carried on a voice vote, the meeting was adjourned.
