HomeMy Public PortalAbout08-03-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 3, 2000 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, August 3, 2000, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry and Assistant City Attorney Steve Rabe present. Bruce Metzger was absent. The following business was conducted: APPROVAL OF MINUTES - The minutes of the July 27, 2000 meeting could not be approved due to the absence of Metzger. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry, who reported that they totaled $128,548.76 and moved for approval, second by Chairperson Goodwin and the motion was carried on a voice vote. REQUESTS A. Goodwin presented a curb cut at 5217 Hodgin Road and said all departments had approved. Henry made a motion to approve the request, second by Goodwin and the motion was carried on a voice vote. B. Fire Chief Mike Allen asked for 2 lanes to be closed on Industries Road from the 1500 to 1900 block, for Driver Operator Evaluation Training. This will take place on August 21, 22, and 23, 2000 from 9 a.m. to 1 p.m. Henry made a motion to approve, second by Goodwin and the motion was carried on a voice vote. C. The Wayne County Minority Health Coalition Back to School Screening has requested that a fire truck be provided for the children to view and to have a sprinkler party. Chief Allen said the event will be August 15, 2000 at the South View Apartment Community Building from 1 p.m. to 2:30 p.m. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. D. Chief Allen requested that the Fire Department be allowed to participate in the Annual Park Department Family Fest. This event will take place on September 9th from 11 a.m. to 2 p.m. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. BOW Minutes Cont'd August 3, 2000 Page 2 E. Lt. Paul Phillips presented a request for the Parks Department to hold a 5-K run on August 26, 2000, starting at 5:30 p.m. The Traffic Safety Division of the Richmond Police Department recommends approval. Henry so moved, second by Goodwin and the motion was carried on a voice vote. INSURANCE A. Henry explained that in April 2000 the Richmond Board of Works and Safety approved the 4/2000 —4/2001 General Liability Insurance policy for the City of Richmond. She is asking for the board to sign the signature sheets as they pertain to the Statement of Values and to the Selection/Rejection of Uninsured Motorist Coverage. Henry so moved, second by Goodwin and the motion was carried on a voice vote. BIDS ON FIRE TRUCK A. Chief Allen explained that the bid specifications received 2 weeks ago for the fire truck have been reviewed and rejected due to non- compliance. The City of Richmond is asking for new bids. Henry moved to reject the bids, second by Goodwin and the motion was carried on a voice vote. BID OPENING A. Bids were opened for the widening of the U.S. 27 intersection with I.U. East and Ivy Tech to improve turning lanes. One bid was received from Milestone Construction in the amount of $116,580. This bid will be taken under advisement and awarded at a later date. AGREEMENT A. Police Chief Bill Shake presented an agreement between the Indiana State Police and the Richmond, Indiana Police Department. This agreement allows officers of the Richmond Police Department to work on the location and recovery of cultivated cannabis. The Richmond Department can submit a claim and the Indiana State police will pay for the use of local officers. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. BOW Minutes Cont'd August 3, 2000 Page 3 B. Bob Wiwi presented an agreement for Professional Engineering Services for the Parking Garage, Phase 4. The agreement is with R.C. Engineers of Indianapolis in the amount of $33,700. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. C. Steve Rabe, City Assistant Attorney presented an addendum to an agreement between Amalgamated Transit Union Local 1474 and the City of Richmond. This adds sick and bereavement days as set forth in the Personnel Policy and the Transit Union has asked that they bring the agreement up to date with this amendment. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. D. Goodwin presented an agreement with Siemens Building Technology, Muncie, to perform a no cost, non-binding facilities study of the Municipal Building to look at our heating and air conditioning costs. Henry made a motion to approve, second by Goodwin and the motion was carried on a voice vote. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
