THE CITY OF RICHMOND, INDIANA, JUNE 29, 2000
The Board of Public Works and Safety of the City of Richmond, Indiana,
met at 5 p.m. Thursday, June 29, 2000, in the Community Room in the
Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,
Bruce Metzger, and Assistant City Attorney Steve Rabe present. The
following business was conducted:
APPROVAL OF MINUTES
Henry moved to approve the minutes of the June 22, 2000 meeting,
second by Metzger and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Claims for payment were presented in the amount of $405,455.20. Henry
made a motion to approve, second by Metzger and the motion was carried
on a voice vote.
REQUESTS
A. Vicki Brim, Executive Director of Senior Opportunities Services, requested the
closure of South 4th from South "A" to South "E" Streets from 8 a.m. Saturday
October 7th to 5 p.m. and Sunday October 8th, 2000 for the 20th Annual Fourth
Street Fair. Captain Don Ponder said the Department of Traffic Safety has no
objections and recommended approval. Metzger made a motion to approve,
second by Henry and the motion was carried on a voice vote.
B. The Adopt-a-Street program presented an application for Enviro Tech
to adopt Woodside Drive from U.S. 40 from the east end to U.S. 40 to
the west end. Metzger moved to approve, second by Henry and the
motion was carried on a voice vote.
C.'The American Cancer Society made a request for a public luminary
ceremony on the City Building lawn at 9:00 p.m. on Friday, July 14,
Henry made a motion to approve, second by Metzger and the motion
was carried on a voice vote.
BID OPENING
A. Bids were opened for the airport asphalt patching from Turner Paving,
$1,691.20 and Milestone, $3,310.00. Greg Stiens, Assistant Engineer,
said he would review them and bring them back to the board later this
evening.

AGREEMENT
A. Agreements with Birth to Five and the City of Richmond were
presented to the Board. Steve Rabe, Assistant CityAttorney said he
had reviewed the agreements and it appeared to be the same as last
year. Metzger moved to approve, second by Henry and the motion
was carried on a voice vote.
B. Greg Stiens, presented the agreement between Norfolk Southern to
Industries Road to cross tracks. The city will pay for a new crossing on
the Midwest Industrial Park at the cost of $177,600. Rabe prepared an
addendum to the agreement concerning discrimination language and
recommended approval. Metzger so moved, second by Henry and the
motion was carried on a voice vote. -
BID AWARDS
A. Stiens presented the bid award for the North 12th Street Infrastructure
project and stated the engineers department recommended D. R.
Childs Corp, Zionsville, Indiana for project area 1, 2, and 4 in the
amount of $324,244.20. Project 3, Oberle and Associates in the
amount of $65,426.00. Henry moved to approve, second by Metzger
and the motion was carried on a voice vote.
B. Fitzwater Tree Service was recommended as the alternate for existing
tree and stump removal. The project is a total of 10 trees and stumps
to be removed along North 12th Street with the amount of $6,372.00.
C. Stiens said he had reviewed the bids for the airport asphalt patching
and found the lowest bidder to be Turner Paving for $1,691.20 and
recommended they be awarded the bid. Henry so moved, second by
Metzger and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and
passed, and carried on a unanimous voice vote, the meeting was
adjourned.
