Carteret was called to order by Mayor Daniel J. Reiman at 6:00 Septadxr 17, 2015
P.M., Thursday, September 17, 2015, Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
Upon Individual Roll Call Vote the Following were noted Present: FOLL CALL
Councilmember Vincent Bellino
Dennis DiMascio
Randy Krum

Noted Absent was Councilmember Jorge Diaz.
Also noted present was Kathleen M Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The meeting was opened with a Minute of Silent Prayer and the Silent Prayer /Fledge of
Pledge of Allegiance led by Council President Krum. Allegiance
The Clerk stated on January 5, 2015, the 2015 Annual Notice was S ME4N17 OF PFTrM MITCE
mailed to The Home News Tribune, The Star Ledger and posted on
the Bulletin Board. Notice was published in The Home News
Tribune on January 7, 2015 and The Star Ledger on January 8,
2015.

Upon MMS &C by Councilmembers Sitarz and Krum and
unanimous affirmative vote of the five (5) Councilmembers
present, the Minutes of Septemer 3, 2015 were approved,
transcribed and engrossed by the Clerk.
ORDINANCES: First Reading
ORDINANCE #15 -22 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing to be held on
Upon MMS &C by Councilmembers Sitarz and Bellino. Upon
Individual Roll Call Vote Councilmembers Bellino, DiMascio, Krum,
Naples and Sitarz voted in the Affirmative. Councilmember Diaz
was noted Absent.
"AUTHORIZING THE ACQUISITION OF CERTAIN REAL PROPERTY"
%yor Reirran Mayor Reiman explained this ordinance is to acquire some of the
abandoned properties around town which the banks basically
mothballed and continued to just sit on. The intent would be to
acquire some of these houses, use the RC dollars and fix them up ,
make them veterans houses and rent them out. We are looking at
long abandoned properties or where there is property
or title issues and the banks are not maintaining them and we
don't want these houses to sit there and bring down an entire
neighborhood.

%yor Rehfon, R Mayor Reiman explained in reference to Resolution #15 -190,
Resolution #15°190 "Professional Services — Potter Architects, Re: Sportsmen's
Property Project ". that the Redevelopment Agency and the bank
acquired the old Log Cabin and the two (2) family house behind it
with the intent to eventually knock down the log cabin and move
the barber shop into the two (2) family ranch and put in some
commercial uses. We have been in negotiations with a few
groups.
[mayor R & Mayor Reiman explained in reference to Resolution #15 -195,
Re: Resolution #15 -195 Professional Services - CME Associates, Re: Terminal Avenue,
Pershing Avenue & Holly Street Roundabout Improvements
Project ", that this is for five (5) corners and the concept is to put a
roundabout (a circle), of which two (2) of the streets would have
stops and the other three (3) would be yields. He said it is a very
dangerous intersection and it was either this or a traffic signal
which would be more money and need DOT approval.
%yor Reia m, Re; Mayor Reiman explained in reference to Resolution #15 -199,
Resolution #15 -199 "Professional Services — T &M Associates, Re: Chrome Park Spray
Pad Improvements ", that the proposal here is to put a spray park
in Chrome Park next year and said we have the opportunity to
apply for a grant soon which will fund fifty percent of this. He said
this is the engineering work to be done.
Mayor Reiman asked for a motion on the Consent Agenda.

Upon MMS &C by Councilmembers Bellino and Naples and Reports Cast:
unanimous affirmative vote of the five (5) Councilmembers
present, all Reports were ordered to be received and placed on
file.
COMMITTEES: GaNwrias
BUILDINGS & GROUNDS: Committee Chairperson Naples
reported the department is doing seasonal maintenance and
work at the park, police station and helping set up at the park.
FINANCE & ADMINISRATION: In the absence of Committee
Chairperson Diaz, Mayor Reiman reported Progress.
FIRE & DOMESTIC PREPAREDNESS— Committee Chairperson Krum
reported we just received a $20,000.00 grant from Port Security.
PARKS, RECREATION & PUBLIC PROPERTY — Committee
Chairperson Bellino reported we have Ethnic Day the Carnival and
the Car Show this week. He also wished the Mayor Happy
Birthday publicly.
POLICE: Committee Chairperson Sitarz referred this to
Councilmember Krum, reporting the safety signs in the middle of
the road keep getting moved to the side and asked if the Streets
and Roads Department can secure them permanently. explaining
when you come off the Turnpike all the big trucks going to Blair
Road are going the wrong way and asked if we could have a big
sign over there.
Mayor Reiman said they had presented quite a few requests to WYCR ROMAN
the Turnpike Authority and the councilman was able to get a lot of
the replacement signs done and we have put additional requests
into the Maintenance Division for traffic and re- routing, so we are
waiting to hear back for approval. He asked Deputy Chief

Nayor Reinm Cont: McFadden if the crossing guards move the crosswalk signs and to
make sure they are not moving them because they must be there
permanently.
BOARD OF EDUCATION: Committee Chairperson Naples reported
school opened in all five (5) buildings, efficiently and effectively
and school uniforms are now throughout the district. She wished
from herself and the Governing Body a happy and successful
school year and wished the Mayor Happy Birthday.
PUBLIC WORKS: Committee Chairperson DiMascio reported that
the residents are having a hard time with the one (1) day garbage
pick up. They are still putting it out twice.
Nbyor Re:hmn Mayor Reiman said we keep notifying them and next time they go
out to bid they will include September for two (2) pick ups and
starting in October once a week. He said it is saving and beneficial
to us to have once a week during the winter months but
September is warm. He also congratulated Councilmember Naples
on her retirement.
