Become an extraordinarily business-friendly City. 2. Citizens first! 3. Leverage resources to provide innovative services to Community. 4. Develop philosophy to replace and maintain high-quality infrastructure and levels of service. 5. Promote thoughtful and excellent planning with a “sense of urgency” for completion dates. 6. Adopt well-planned and uniform policies with emphasis on results. 7. Commissions designed to be active partners with City Council and provide excellent business and valued consideration. 8. City Council to state clear initiatives, timelines and resources to meet goals and avoid unfunded mandates and/or false expectations. 9. Become a High-Performance Culture NOW! 10. Prioritize short- and long-term goals formulated with budgets, timelines and Staff participation. 11. Develop new and relevant Mission Statement. 12. City Council to create an Outreach Program inviting all segments of Community to listen to ideas and create consensus. 13. Ad-hoc Committees to have clear charters and sunset clauses. 14. City Council to regain Community momentum for positive change while addressing past deficiencies. 15. City Council to develop a clear and trustworthy collaboration with Staff and City Manager utilizing resources to achieve superior results. 16. Immediately Development a work plan and hire an Economic Development Director. b. Create an Economic Plan that drives development and pays for City resources (Phase I). c. Leverage grants and seed money. d. Actively engage in regional consortiums for additional capital and stimulus monies. e. Complete a new budget and City Plan that accelerates business initiatives while targeting and bringing in high-profile City businesses, i.e. restaurants, retail shops, and high-end merchandisers. (By June 29, 2010) f. Complete a Community Update and Vision Session in an open-session forum, inviting all interested public members (by September 2010). g. Expand and extend the Redevelopment Agency with renewed effort. 2. BUILD ORGANIZATIONAL CAPACITY & TRAINING a. Create a High-Performance Culture and set plans to measure results. b. Create a new Communications Plan for the next two years to support business expansion and quality projects that benefit all the Community. c. Produce a budget, Program improvements and Public Outreach (by June 30, 2010). d. Reorganize and provide new Resources Plan to build a new and better organization. e. Develop a 5-year Strategic Plan. 3. REBUILD & DEVELOP A MASTER PLAN FOR INFRA-STRUCTURE a. Invent a plan for City Hall refurbishing and efficiency. b. Create an Ad Hoc Blue Ribbon Committee for Facilities Assessment Master Plan. c. Begin to create a plan and long-term strategy to begin Sewer/Water maintenance and repairs. Engage superior School System to develop an outstanding partnership and coordinated resources for the community. (5 years) b. Develop plan to re-zone Open Space for improved usage. (1 year) c. Examine Staffing and delivery of service for expanded services to Youth and Seniors. d. Modernize Library Facilities, or relocate. Create short-term Planning Group to examine and propose Grant funding to for fitting Library into Civic Center Plan. (1 year) e. Review pocket parks, green space and downtown sitting areas to meet new City image and branding. (1 year) 5. LAND USE a. Examine current industrial and residential uses for improved future planning. (1 year) b. Update General and Specific Plans. (1-3 years) c. Complete Housing element. d. Require all Departments to include grant applications and management in all annual Department Plans. e. All City contracts to have performance targets and deadlines. (Effective immediately) f. Develop plan for Civic Center revitalization. i. Plan for Civic Center Efficiency Study ii. Crystallize Facilities and Master Plan Studies 6. PUBLIC SAFETY a. Maintain service levels for adequate patrol. b. Develop plan for increased Police presence downtown and Officer involvement in Community. c. Outline new Customer Service Initiative in 2010 Fire and Police Work Plan. d. Public Safety and City Offices to review Crisis Team response capacity and Emergency Response Center. e. Establish performance measures and expectations for Police and Fire contracts. With Management Team, create a budget incorporating capacity, new vision, Staff initiatives and Council initiatives. (June 29, 2010) 2. Initiate hiring of quality Economic/Redevelopment Specialist. (September 2010) 3. Measure and present to Council a new Culture Survey outlining new strategies for producing a High-Performance Council and Team. (August 2010) 4. Initiate a draft Council Norms and Procedures for Council and Public to review. (September 1, 2010) 5. Present a new and innovative Communications Strategy for City Staff utilizing website, Asian Community Outreach and media. (September 2010) 6. Complete new City Council and City Manager Brochure, listing Goals, Vision and Work Plans for 2010-11. (September 2010) 7. Complete Annual Work Plans for all Departments that support new strategies in Communications, Grant Proposals, outsourcing and productivity with assistance from High- Performance Culture Survey. (September 2010) 8. Produce a new Communications Strategy to Council that supports Exceptional Customer Service, Community Outreach, and Business Development stimulation. With Council Committee and City Team, develop 50-Year Action Plan emphasizing growth and progress over the years. 2. With Council Finance Committee, create financial revenue stream that includes sustainable revenues, local jobs and professional businesses within new Plan. 3. With Mayor, establish quarterly Council review of Strategic Plan progress. 4. With Police and Fire Departments, establish service expectations, citizen initiatives and measured contributions. 5. Initiate adequate plans for Economic Opportunities Commission and Crisis Response initiatives within the Police and Fire Departments. 6. Devise a planning process for Civic Center effectiveness and Community access. 7. Develop RFP/Contracts for the General Plan, Housing element, and Zoning changes. 8. Develop a Technology Plan that facilitates the highest-use of effective opportunities for customers to access City Hall services, possibly utilizing kiosks, on-line access and stream-lined public document retrieval. 9. With Public Works, initiate signage project consistent with new City Theme and branding for streets and business areas. 10. Solicit RFPs for Sewer/Water Maintenance and Rehab projects. With City Council and Staff, review Chamber of Commerce business deliverables and expectations. 12. With New Economic Development Officer, produce a 5-year Economic Redevelopment Plan. (January 2011) 13. Examine Staff and support needs to support a pro-active Council encouraged by Strategic Goals. COUNCIL TO ENGAGE IN 5-YEAR PLANNING AND INITIATIVES AT NEXT COMMUNITY/COUNCIL PLANNING SESSION.
