DECEMBER 2,2021
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
December 2, 2021 in the Council Chambers the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
Board Member Emily Palmer called the meeting to order and the following business was
conducted:
ROLL CALL
Board members present were: Emily Palmer and Matt Evans. Absent was Vicki Robinson.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Ian Vanness, Director of Infrastructure and Development; Derek Hill, Director of Code
Enforcement; Sherrie Richey and Cedric James, Code Enforcement; Kara Noe, Purchasing; and
Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of November 24,2021, supported by Ms. Palmer. Upon
a vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for November 26, 2021 in the amount of
One Hundred Thirty Nine Thousand Six Hundred Sixty Four Dollars and thirty four cents
($139,664.34), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
Mr.Evans moved to approve the Claims for Payment for December 3,2021 in the amount of Three
Hundred Seventy Five Thousand One Hundred Fifty Four Dollars and ninety seven cents.
($375,154.97), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Payroll Claims for Payment for December 3,2021 in the amount of Nine
Hundred Eighty Eight Thousand Three Hundred Ninety Dollars and two cents ($988,390.02), supported
by Ms. Palmer. Upon a vote viva voce,the motion carried.

Mr. Evans moved to approve a Payroll Claims Correction for November 19, 2021 in the amount of One
Thousand Six Hundred Fifty Five Dollars and twenty cents ($1,655.20), supported by Ms. Palmer. Upon
a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT FOR PENSION
Mr. Evans moved to approve the Payroll Claims for Payment for Pension for November 30, 2021 in the
amount of Two Hundred Sixty Three Thousand Three Hundred Seven Dollars and nineteen cents
($263,307.19), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
REQUESTS
• STREET CLOSURES
Requesting the approval of the following street closures for the safe demolition of 1200
East Main Street:
Monday, December 6'2021 to Friday, December 19,2021
North 12th Street from North"A" Street to East Main Street
East Main Street from North 12th Street to North 13th Street
The project may not take a full two weeks,roads will be reopened as soon as it is safe. This
has been approved by Traffic.
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
BID OPENINGS
• CONFIRMATION BY LAW DEPARTMENT OF PUBLICATION
Mr. Evans moved to accept, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• BID OPENING —DEMOLITION OF HOUSE, GARAGE, AND OUT BUILDINGS
AT 908 NORTH 8TH STREET
Those bids are as follows:
Mikesell Excavating - $6,950.00
B&B Construction- $9,400.00
These bids were taken under advisement.
• BID OPENING—DEMOLITION OF PORCH AT 2110 EAST MAIN STREET AND
DEMOLITION OF PORCH AT 2116 EAST MAIN STREET

There was a bid submitted by B&B Construction and when it was opened it was
apparent on the face of the bid that it was a bid for another project. Due to this, there
were no amounts read out loud. Since it appeared to be an early submission for another
project opened by mistake, B&B will be permitted to submit another sealed bid for the
project they were actually bidding on. The Law Department took possession of the
accidentally opened bid during the meeting. No other bids or valid bids were submitted
for the bid solicitation of the porches at 2110 E Main and 2116 E Main, and the Law
Department will research and discuss the open market procedure option available for
demolition of the porches with Purchasing and Code Enforcement.
• PUBLIC HEARING
Ms. Palmer opened the floor for public hearing. There was no one from the public to
provide testimony or evidence on these properties. Ms. Palmer closed the public hearing
• BID OPENING—WEIR DAM REMOVAL
The deadline for this project has been extended so it was tabled at this time.
ADDENDUM NO. 1 TO WEIR DAM REMOVAL PROJECT
This Addendum is for the Weir Dam Removal Project. Flatland Resources, LLC will be
applying for and securing the permits for the project. The proposal request is for the
contractor to complete the removal of the Dam and haul away the debris.

There was one bid submitted from Co Alliance Cooperative, Inc. Their bid is as follows:

To perform services in connection with the Peacock Road and Elstro Plaza Infrastructure
Project(curbs, sidewalks, tree removal, backfilling, seed, and mulch)
Not to exceed$204,120.00
Mr. Evans moved to approve supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
CHANGE ORDERS
• CHANGE ORDER NO. 2 to CONTRACT NO. 89-2021 - COMMUNITY
CROSSINGS ROAD REHABILITATION PROJECT
Consists of additional asphalt milling and paving.
Not to exceed $15,383.10
Mr. Evans moved to approve supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
