CALL TO ORDER PLEDGE OF ALLEGIANCE PRAYER—COUNCILOR BUMBALOUGH ROLL CALL Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent was Lucinda Wright. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Russell Davis; Amanda Woolums; Jack Alvey, Indiana Municipal Power Agency; Ian Vanness, Infrastructure and Development; Jeff Plasterer, Wayne County Commissioner; Beth Fields, Strategist and Community Development; Tony Foster, Richmond Power and Light; Traci McGinnis, Deputy Controller; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held November 15, 2021, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND INTRODUCTIONS,MOTIONS,AND RESOLUTIONS,(These requests to speak must be in writing and submitted to the Clerk's Office before Noon on the Wednesday prior to the meeting) COMMUNICATIONS FROM THE MAYOR Review of the Community Calendar. Beth Fields and Jeff Plasterer reviewed the Hoosier Enduring Legacy Program (HELP). REPORT OF THE BOARD OF PUBLIC WORKS AND SAFETY Minutes of the November 11 & 18,2021 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS-None MISCELLANEOUS BUSINESS -None ORDINANCES ON FIRST READING ORDINANCE NO.54-2021 AN APPROPRIATION ORDINANCE AMENDING THE 2021 BUDGET(RSD) The Clerk read Ordinance No. 54-2021 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 54-2021 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Oler moved to engross, supported by Councilor Turner. Upon a vote viva voce,the motion carried. Councilor Oler called the question, supported by Councilor Bumbalough. The motion carried with an 8-0 roll call vote. ORDINANCE NO. 55-2021 — AN ORDINANCE OF THE CITY OF RICHMOND, INDIANA AUTHORIZING THE EXECUTION AND DELIVERY OF THE THIRD AMENDATORY AGREEMENT TO THE POWER SALES CONTRACT BETWEEN INDIANA MUNICIPAL POWER AGENCY AND THE CITY OF RICHMOND,INDIANA, AND OTHER MAI"1'hRS CONNECTED THEREWITH The Clerk read Ordinance No. 55-021 on first reading by title only. Councilor Oler moved to advance Ordinance No. 55-2021 to second reading and public hearing. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called the question, supported by Councilor Oler. The motion carried with an 8-0 roll call vote. ORDINANCE NO. 56-2021 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM INDUSTRIAL COMMERCIAL DISTRICT TO LOW TO MODERATE INTENSITY INDUSTRIAL DISTRICT(910 Progress Drive) The Clerk read Ordinance No. 56-2021 on first reading by title only. Ordinance No.56-2021 was referred to the Plan Commission for a public hearing on December 16, 2021. ORDINANCE NO. 57-2021 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2020 BUDGET(IT) The Clerk read Ordinance No. 57-2021 on first reading by title only. The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 57-2021 to second reading and public hearing, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO. 58-2021—AN APPROPRIATION ORDINANCE AMENDING THE 2021 BUDGET(Council) The Clerk read Ordinance No. 58-2021 on first reading by title only. The Finance Committee recommended approval. Councilor Locke moved to advance Ordinance No. 58-2021 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Goss moved to engross, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. Councilor Goss called question, supported by Councilor Oler. The motion carried with an 8-0 roll call vote. ORDINANCE NO. 59-2021—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM URBAN RESIDENTIAL DISTRICT TO GENERAL COMMERCIAL DISTRICT(North G) The Clerk read Ordinance No. 59-2021 on first reading by title only. Ordinance no.59-2021 was referred to the Plan Commission for a public hearing on December 16, 2021. ORDINANCES ON SECOND READING ORDINANCE NO. 49-2021 —A SPECIAL ORDINANCE VACATING A PUBLIC WAY (ROADWAY) 3019 & 3037 Test Road The Clerk read Ordinance No. 49-2021 on second reading by title only. The Plan Commission recommended approval. Councilor Goss moved to engross, supported by Councilor Cappa. Councilor Goss called question, supported by Councilor Engle. The motion carried with an 8- 0 roll call vote.
