Absent was Lucinda Wright. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held November 15, 2021, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Beth Fields and Jeff Plasterer reviewed the Hoosier Enduring Legacy Program (HELP). The Finance Committee recommended approval. Councilor Oler moved to advance Ordinance No. 54-2021 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Oler moved to engross, supported by Councilor Turner. Upon a vote viva voce,the motion carried. Ordinance No.56-2021 was referred to the Plan Commission for a public hearing on December 16, 2021. ORDINANCE NO. 57-2021 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2020 BUDGET(IT) The Clerk read Ordinance No. 57-2021 on first reading by title only. ORDINANCES ON SECOND READING ORDINANCE NO. 49-2021 —A SPECIAL ORDINANCE VACATING A PUBLIC WAY (ROADWAY) 3019 & 3037 Test Road The Clerk read Ordinance No. 49-2021 on second reading by title only. The Plan Commission recommended approval. Councilor Goss moved to engross, supported by Councilor Cappa. Councilor Goss called question, supported by Councilor Engle.
