CALL TO ORDER Mayor Sternquist called the City Council Special Meeting to order at 8:40 a.m. in the City Hall Community Room located at 9701 Las Tunas Drive, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember-Blum, Chavez, Vizcarra, Sternquist, Yu Councilmember-None City Manager Pulido, City Clerk Kuo, Administrative Services Director Hause, Parks and Recreation Director Burroughs, and Assistant to the City Manager/Economic Development Manager Haworth 3. PUBLIC COMMENTS-None 4. NEW BUSINESS A. Priority Based Budgeting As a high performance organization, the City is constantly reviewing and analyzing how it does business and the processes utilized for accomplishing the City's goals and objectives. In July 2013, staff was introduced to the CPBB and their results-based approach to resource allocation addressing the needs of local governments as they struggle to deal with unprecedented budgetary constraints as well as striving to achieve long-term financial sustainability. The process was created to address the need for a methodology that would successfully link the stated strategic priorities that an organization strives to accomplish with the way resource allocation decisions are made through the budget process. As the City moves forward with the development of a City Strategic Plan, Priority Based Budgeting will complement, enhance and quantify these efforts, providing an opportunity for a precedent setting process for local government's long-range strategic and financial planning activities. John Johnson and Chris Fabian, Center for Priority Base Budgeting, gave an introduction and presentation on Priority Base Budgeting and its processes. City Council Minutes January 11, 2014 Page 2 Councilmember Vizcarra left the meeting at 9:20 a.m. and returned at 9:30 a.m. Councilmember Chavez left the meeting at 9:42 a.m. and returned at 9:45 a.m. The Special City Council meeting recessed at 10:20 a.m. and reconvened with all Councilmembers present at 10:30 a.m. B. Strategic Plan The City Council and staff are currently laying out a schedule of tasks and goals for Temple City, also known as a Strategic Plan, for the next 15 to 20 years and its top priorities for the next three to five years. The goals for the City will cover topics such as parks and trees, economic development, and land use planning. Jennifer Lilley and Anne Mcintosh, Lilley Planning Group, provided an update of the City's Strategic Plan and discussed what needed to be done before implementation of the City's Strategic Plan: Councilmember Vizcarra left the meeting at 11 :30 a.m. and returned at 11:40 a.m. Councilmember Yu left the meeting at 11 :33 a.m. and returned at 11 :36 a.m. 1) Ensure consistency between Priority Base Budgeting and the Strategic Plans. Lilley suggested a meeting between the Center for Priority Base Budgeting, Administrative Services Director Hause, the Strategic Plan Standing Committee and City Manager to: review documents from Priority Base Budgeting, Strategic plan and any other related documents; identify the different options; and agree on 5-6 initiatives to align the goals of the Strategic Plan with that of the Priority Base Budgeting. This should be completed by Monday, January 17, 2014; 2) Establish a Strategic Plan Standing Committee at the January 21 City Council meeting. This two councilmember standing committee will: check annually to make sure that the City is implementing the Strategic Plan; and report to the full City Council on a semi-annual or annual basis the progress of the Strategic Plan implementation; 3) Staff to conduct a Program Review before the end of February the City's initiated programs/projects (i.e., Sewer Master Plan, Bike Master Plan, Parks/Open Space Master Plan, Civic Center Master Plan, General Plan, Pavement Management Plan, Downtown Parking City Council Minutes January 11, 2014 Page 3 Plan, Economic Development Plan, Traffic Calming Plan, Safe Routes to School, Infrastructure Maintenance/Upgrade, Public Safety/ Temple Sheriff Station Plan, etc ... ) to determine time frame, funding and resource (i.e., staff or consultant) to implement the programs/projects. Projects can then be incorporated in the City's budget; and 4) City Manager or his designee to monitor, measure, and check on consistency and continuity in the Strategic Plan. As the Strategic Plan is a vision document and does not give the step by step details of how the City will accomplish all the goals nor the matrix to measure the result. It is necessary to create the step by step implementation of the programs/projects based on the priorities of the Strategic Plan. City Manager or his designee to provide status report to City Council by March 11, 2014, at a special study session. 5.
