Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town ' s website at www. brewster-ma . gov. For this meeting , members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http : //livestream . brewster-ma . gov or on Channel 18 , No in - person attendance of members of the public will be permitted , but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means . The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting . In the event we are unable to live broadcast these meetings , despite best efforts , we will post on the Town website an audio recording , transcript , or other comprehensive record of proceedings as soon as possible after the meeting at http : //tv . brewster-ma . gov . • Call to Order o Meeting was called to order at 11 : 02 AM by Cynthia Baran , member . Those present were : Sue Brown , Lem Skidmore , Liaison Mary Chaffee , Sherry Theuret , Administrative Supervisor and Paul Anderson , Superintendent . • Declaration of a Quorum — Roll call complete by Water Commissioner Baran • Meeting Participation Statement — Read by Water Commissioner Baran • Review proposed FY22 Operating and Capital Budgets o Adding the position of Assistant Superintendent o Due to streamlining of office procedures the 3rd position will not be filled ■ Motion by Commissioner Skidmore to approve and support the FY22 Budget presented by Superintendent Anderson . ■ Motion 2nd by Commissioner Brown ■ Roll Call Vote : 3 -0 -0 j • Discussion regarding proposed Town charter changes o Karen Whitney — Chair to the Charter Committee attended and available for questions . o Charter Committee reviewed and edited some language in current charter o Commissioners having oversite in rates but not the operating budget • Commissioners should be able to review the budget before being approved at town meeting . ■ Commissioners being more involved with the review with the Superintendents performance and discipline • Town Administrator would like to be in charge of review of employees • Commissioner Brown believes the commissioners should only be advisory . • Liaison Mary Chaffee would like to see things be left to the Human Resources Department • Discussion regarding citizen petition to ban hunting in Punkhorn Parklands . o Residents concerned with the safety to allow hunting in the punkhorn parklands o The water department needs to be in control of the lands they own and regulated by the DEP . o If the petition passes then the vote would supersede the vote of the water commissioners . ■ Commissioner' s want to see the final draft before a final vote is made , ■ . Commissioner decided not to vote since petition would not change the current use of { land . i 3 -. i G • Superintendent' s Report o PFAS : conducted in April . Will be funded by the DEP . UMASS will supply bottles for sampling . o Hydrations station being installed at White Caps Field o Working on Cyber Security & Contracts with vendors and language . ■ Will update. emergency response plan after study is complete . o Full staff to return to work on Monday , March 8th o Water Department will be open to the public on Tuesday and Thursday until. further notice . • Office Manager' s Report o Currently working with the Finance and IT Director along with Vadar to switch over our billing program from Bill Master into Vadar o Vadar is currently extracting information from Bill Master o Trial run after extraction is complete o Projected start date will be June when meter reading will begin for the August 1 st billing statements . • Approval of February 5th Meeting ' Minutes o Motion by Commissioner Brown to approved the February 5th meeting minutes ■ Motion 2 "d by Commissioner Skidmore ■ Roll Call Vote : 3 -0 =0 • One Time Reduced Rates Request for 3090 Main St, 40 Briarcliff Ln , 2130 Main St, 84 Byfield Cartway , 15 Pine Bluff Rd , 504 Thousand Oaks Dr o Motion by Commissioner Brown to approve all one time reduced rates o Motion 2 "d by Commissioner Skidmore o Roll Call Vote : 3 =0 =0 For Your Information — N/A • Matters Not Reasonably Anticipated by the Chair — N/A • Next Meetings ; April 2nd at 11 : 00 AM • Adjournment . o Motion by Commissioner Brown to adjourn at 12 : 06 PM o Motion 2nd by Commissioner Skidmore o Roll Call Vote : 3 =0 -0 1 i i i i I i { 1 i i i I i
