SCOTT HARRINGTON r S A DATE: September 20, 1996 TO: Architectural Review and Planning Board Members RE: ARPB File #96 -10: Second Story Addition and Exterior Redesign at the Verma Residence; 950 Orchid Lane. The applicants, Anil and Sneh Verma, owners, are seeking approval to construct a second story addition and redesign the exterior of the existing residence on a parcel of property described as Lot 82 of the Place Au Soleil Subdivision. The nature of the request requires final action on a Level 2 Architectural /Site Plan Review. No other Board actions are necessary. Project Description The existing home has about 3,000 square feet of floor area on one level (including the garage and rear covered patio) and a screen enclosure in the back of about 1,300 square feet. Design features of the existing home include a white cement tile roof with flared eaves, pale yellow stucco walls and aluminum awning windows. Pictures of the existing home are available for inspection in the Town Clerk's office. The applicant proposes to add a second floor of 1,250 square feet and a front entry of 100 square feet. The additions will bring the gross floor area to 5,008 square feet, including one -half of the area under the screen enclosure. With 15,514 square feet of lot area, the maximum permitted floor area for the property is 5,119 square feet, or about 111 square feet more than what is proposed. The redesign of the home is a mixture of several architectural styles and cannot be classified as any one particular style. Significant architectural features include sponge finish stucco walls with a heavy stucco band separating the first and second floor; a concrete barrel tile roof with a terra cotta mix color; second floor covered porch with decorative metal railing; double, wood panel front doors with glass side lights; and a Architectural Review and Planning Board ARPB File #96 -10 September 20, 1996 Page 2 variety of window designs, all of which include muntins. The primary wall color is beige with white trim. Other planned improvements include replacing the existing asphalt driveway with pavers and the addition of planters in front of the house. Other than the planters, few changes are proposed to the existing landscaping. Level 3 Architectural /Site Plan Review Chapter 66, Article V.1. of the Zoning Code enumerates the 12 standards applicable to applications for a Level 2 Architectural /Site Plan Review. These standards include consistency with all applicable sections of the Gulf Stream Design Manual. In addition to staff, Hank Skokowski of Urban Design Studio, the Town's consulting design professional and co- author of the Design Manual, also has reviewed the proposed plans for consistency with the Design Manual. Mr. Skokowski's comments are attached to this report. Like Mr. Skowkowski, staff also finds the types and arrangement of windows on the front of the house to be somewhat awkward. Three different styles of window are used for only five openings, not including the front door, and only two of them are the same size. Further, the heavy banding and large sills of the arched windows appear out of scale with the windows themselves and the surrounding wall surface. While the window locations appear to work well from both the interior and exterior, reducing the scale of the window detailing and providing for more continuity of window shapes and sizes would provide uniformity and symmetry on an otherwise asymmetrical building mass. Based on the materials submitted by the applicant, staff finds the project to be minimally consistent with all applicable Level 2 Architectural /Site Plan Review standards, including those contained in the Gulf Stream Design Manual. However, staff suggests the Board and applicant consider a redesign of most of the front windows to provide some continuity between them. Recommendation A motion to approve a Level 2 Architectural /Site Plan Review based on a finding that the plans and documents submitted by the applicant are minimally consistent with all applicable review criteria. However, staff suggests the applicant and Board consider a redesign of most of the windows on the front elevation to provide greater continuity between them and the windows on the other elevations. Wig Mad TO: Scott Harrington, Town Manager FROM: Hank Skokowski/Jon Carleen DATE: September 17, 1996 RE: ARCHITECTURAL REVIEW VERMA RESIDENCE HIDDEN HARBOUR ESTATES, GULF STREAM, FLORIDA This design review is an evaluation of the proposed design based on consistency with ARTICLE V Area —wide Standards and ARTICLE, VI District Standards (Place Au Soleil District applies) of the Gulf Stream Design Manual. Because the design cannot clearly be classified as either Spanish — Mediterranean Revival or Gulf Stream — Bermuda styles, ARTICLE VII Predominant Architectural Styles was not used as a basis for review. ARTICLE V, A, 1 ■ ARCHITECTURAL STYLE: General architecture (no predominant style). ARTICLE V. A, 2 ■ BUILDING FORM: The structure appears to relate harmoniously in form to existing architecture in the Place Au Soleil District. ARTICLE V, A, 3 ■ ROOFS: Consistent with design standards. ARTICLE V, As 4 ■ WINDOWS: Minimally consistent. Discouraged Elements Noted: - Windows as a dominant element in rear elevations. Comments: Please note ARTICLE 1, D, with respect to the discussion referenced above for discouraged items. The dominant window elements on this building are located along the rear elevation. Although there are no specific standards for the arrangement or exact style of windows for houses that are not classified under a predominant style of architecture, it is the expressed observation of Urban Design Studio that more attention needs to be given to the size, placement, and detailing of the front elevation windows in order to provide a building that is more harmonious on all sides. Various window shapes (square, round, rectangular, arched) tend to create tension on the building facade and a feeling of uneasiness. Window placement close to (main arched window on front elevation) and on (round top window on front elevation) the crown molding of the building appear "forced" and would benefit from additional spacing. As a result, the Architectural Review & Planning Board should closely review these issues. Comments: The introductory paragraph to this section indicates, "All sides of the house should relate to each other. The front should not look substantially different from the other sides". Hence, it should be noted that there is a degree of inconsistency between the front, rear and side elevations that should be considered. The previous reference regarding the use of various window styles on the front elevation, for example, is in contrast to the rectilinear windows found on the remaining elevations. ARTICLE V, A, 8 ■ GARAGES AND ACCESSORY BUILDINGS: Consistent with design standards. ARTICLE V, A, 9 ■ COLOR: Not reviewed by Urban Design Studio. In summary, it is our general finding that the Verma residence project does, in minimal conformance, meet the criteria set forth by the Town of Gulf Stream Design Manual.
