HomeMy Public PortalAbout12-30-2021 �= J THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 30,2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., December 30, 2021, in the Council Chambers the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Kara Noe, Purchasing; Sharry Hemmingway, Finance; A.J. Sickmann, Corporate Council; Major Ally Tonuc; Fire Chief Jerry Purcell; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of December 16, 2021, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment in the amount of One Hundred Forty Eight Thousand Five Hundred Twenty Five Dollars and sixty five cents($148,525.65) supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for December 17, 2021 in the amount of Seven Hundred Thirty One Thousand Sixty Five Dollars and forty eight cents ($731,065.48), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Mr. Evans moved to approve the Payroll Claims for Payment for December 31, 2021 in the amount of Seven Hundred Ninety Eight Thousand Six Hundred Seventy Dollars and thirty three cents($798,670.33), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION Board of Works Minutes December 30,2021 Mr. Evans moved to approve the Payroll Claims for Payment for Pension in the amount of Two Hundred Sixty Thousand Five Hundred Twenty Four Dollars and forty two cents ($260,524.42), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. REQUESTS -None BID OPENINGS -None BID AWARDS • GASOLINE & DIESEL FUEL Harvest Land Co-Op—Co-Alliance Fixed pricing for regular 87 octane for 185,000 gallons Premium road diesel for 120,000 gallons Both are based on 2021 usage Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • NEW VEHICLE FOR MAYOR Studebaker Buick-GMC Trucks, Inc. for a Mid-Size SUV Not to exceed $32,975.00 Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. CONTRACTS • CONTRACT NO. 39-2021- OPTUMRX,INC. -REVISED They will provide professional pharmacy and prescription management and claim services for the City of Richmond, Indiana, Finance Department. This contract was originally approved on March 25, 2021 and needs to be rescinded and this revised contract needs to be approved. There was some language that needed to be changed. Ms. Palmer moved to rescind Contract No. 39-2021, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Ms. Palmer moved to approve revised Contract No. 39-2021, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 169-2021 —ANDREW J. SICKMANN Board of Works Minutes December 30,2021 This is for Legal Services between the City and A.J. Sickmann for a period of one year beginning at midnight on January 1, 2022 and ending midnight on December 31, 2022. The Attorney shall be paid the sum of$47,232.00 payable in 12 monthly installments of $3,936.00. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 190-2021 —HEAVENLY HOMES They will provide janitorial and cleaning services of the Police Department areas located on the first floor of the Richmond Municipal Building for the 2022 calendar year,which services shall be performed on a weekly basis. The charge is $25.00 per hour. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • CONTRACT NO. 192-2021 —CO-ALLIANCE COOPERATIVE, INC —HARVEST LAND CO/OP—GASOLINE The purchase of at least 155,000 gallons of 87 octane gasoline at a fixed price of$2.6608 per gallon. Mr. Evans moved to approve and allow Kara Noe to sign for the City, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • CONTRACT NO. 193-2021 - CO-ALLIANCE COOPERATIVE, INC — HARVEST LAND CO/OP—DIESEL The purchase of at least 120,000 gallons of premium road diesel at a fixed price of$2.9723 per gallon. Ms. Palmer moved to approve and allow Kara Noe to sign for the City, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CONTRACT NO. 195-2021 —STUDEBAKER BUICK—GMC TRUCKS,INC. They will furnish one 2022 GMC Terrain SLT Vehicle for the City of Richmond Mayor's Office. Not to exceed $32,975.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. CHANGE ORDERS -None Board of Works Minutes December 30,2021 ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 9-2021 —BIO-CARE, INC. They will continue to provide services of physical examinations to the City of Richmond Firefighters, including, but not limited to, general physical examinations, blood draws,pulmonary function tests,vision and hearing tests,and other standard medical testing,for the City of Richmond Fire Department, as set forth within the scope of Contract No. 9-2021. Not to exceed $32,265.00 Mr.Evans moved to approve,supported by Ms.Palmer.Upon a vote viva voce,the motion carried. RESOLUTIONS -None PETITIONS -None MISCELLANEOUS • FINAL MEETING Firefighter grievance No. 2-2021 (Statutory Authority of Medical Director) This Final Meeting was postponed.
