PROCEEDINGS OF THE BOARD OF DIRECTORS
FOR RICHMOND POWER&LIGHT
DECEMBER 6,2021
The Board of Directors for Richmond Power & Light Plant met in regular session on,
December 6, 2021,immediately following the regular meeting of the Richmond Common
Council,in the Community Room of the Municipal Building in said City. Chairperson Oler
presided.
ROLL CALL:
Board members present were Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locks, Gary
Turner,Jane Bumbalough,Ron Oler and Larry Parker. Absent was Lucinda Wright.
Also present were: Tony Foster,General Manager;Andrew Sickmann, Corporate Council;
Karen Chasteen, City Clerk; members of the Parallax Staff; and, Media.
APPROVAL OF MINUTES:
Board Member Locke moved to approve the minutes of the Regular Meeting held
November 15, 2021, supported by Board Member Cappa. Upon a vote viva voce, the
motion carried.
APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee,Board Member Locke moved to approve
claims for payments in the amount of Six Million Nine Hundred Forty Five Thousand Five
Hundred Eighty Dollars and fifty One cents($6,945,580.51), supported by Board Member
Bumbalough. Upon a vote viva voce,the motion carried.
OLD BUSINESS:
None
NEW BUSINESS:
• BOARD APPROVAL OF RESOLUTION NO. 5-2021 PARALLAX ROLL IN:
(Parallax will remain a department of Richmond Power and Light)
Board Member Parker moved to approve, supported by Board Member Locke.
Upon a vote viva voce,the motion carried.

• BOARD APPROVAL OF THE GENERAL MANAGER'S SALARY
INCREASE:
The General Manager's salary will also be switched to the calendar system as other
employees.
Board Member Turner moved to approve, supported by Board Member Cappa.
Upon a vote viva voce,the motion carried.
• BOARD APPROVAL OF RESOLUTION NO. 6-2021 (2002 SALARY
RESOLUTION):
This Resolution reflects a 3%increase.
Board Member Goss moved to approve, supported by Board Member Cappa.
Upon a vote viva voce,the motion carried.
REPORT BY GENERAL MANAGER:
• The Richmond Power and Light offices will be closed December 23 & 24, 2021
and New Year's Eve—December 31
• Beginning January 3,2022 the Customer service hours will be 7:30 am—4:30 pm
MISCELLANEOUS BUSINESS:
None
ADJOURNMENT:
There being no further business and a motion duly made,the meeting was adjourned.
