HomeMy Public PortalAbout04-27-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,APRIL 27,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,April 27, 2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Bruce Metzger Robin Henry and City Attorney Bob Bever present.The following business was conducted: CLAIMS FOR PAYMENT Robin Henry presented claims for payment in the amount of$112,249.84 and moved to approve,second by Bruce Metzger and the motion was carried on a voice vote. APPROVAL OF MINUTES Henry moved to approve the minutes from April 6th second by Goodwin and the motion was carried on a voice vote. Henry moved to approve the minutes from April 20th,second by Metzger and the motion was carried on a voice vote. REQUESTS A. Paul Combs representing AB.A.TE(American Bikers Aim Towards Education)is requesting permission to hold a ceremony in front of the Freedom Fountain on April 29th from 1 to 2 P.M. The month of May has been declared Motorcycle Safety Awareness Month by Mayor Dennis Andrews. Metzger moved to approve the request,second by Henry and the motion was carried on a voice vote. B. Chairperson Goodwin read a letter from Chief William Shake of the Richmond Police Department asking for the approval of the retirement of Todd Thompson who has completed 31 years,6 months and 14 days of service to this community. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. C. Lt.Jan Passmore of the Richmond Police Department presented a request for a noise variance for Earlham Farm Aid 2000 Event from 5 P.M.on April 29th to 1 A.M.April 30t. The event will be held on the Miller farm, 1405 Abington Pike. They stated in their request there will be no alcoholic beverage allowed on the premises. Lt.Passmore recommended approval. Henry so moved,second by Metzger and the motion was carried on a voice vote. D. The second request was also from Earlham for a"Drive In Movie"event from, 10 P.M.May 5th to 1 A.M.May 6t. This will be held in back of Runyan Center and no alcoholic beverages will be allowed at this event. The Traffic Safety Division recommended approval. Metzger moved to approve,second by Henry and the motion was carried on a voice vote. D. The request for the Jesus Walk to be held on June10,2000 has asked for a change in their route.The walk will now start at the South 10th Street Park and proceed to North"E"and back to the park. Henry moved to approve the request,second by Metzger with the addition of granting a noise permit. The motion was carried on a voice vote. E. Lt.Passmore read a request by Ralph Krone for a Handicap Parking sign at 427 South 8th Street. Traffic Safety Division of the Police Department recommended approval. Chairperson Goodwin read a request for seventeen lights on the new U.S.40 Bridge at a cost of $196.32 a month. He said the Board needs to approve the installation and the money is available to pay for the costs. Henry moved to approve the request,second by Metzger and the motion was carried on a voice vote. G. The next request was for a Mini Grant by Test School for Plantings around their front entrance. Chairperson Goodwin asked if anyone was in the audience to explain this request. Saying that by being in front of the school,it did not match the requirements that the Board had set for the Mini Grants. It will be held over for the next meeting. CURB CUT Chairperson Goodwin read a request for a curb cut at 720 Hidden Valley Drive. All departments of the city have approved this request. Metzger moved to approve,second by Henry and the motion was carried on a voice vote. BID AWARDS A. Bids were reviewed for a drinking fountain in the Police Department of the City Building and three were received. Hill Brothers$1,300,Bader Mechanical$1,238.30 and Meyers Mechanical$1,663.00.Henry moved to award the bid to Bader Mechanical,second by Metzger and the motion was carried on a voice vote. B. Goodwin said there were three bids received on the Symmons valve and they were:Bader Mechanical$894.20,Meyer Mechanical$1,125,and Hill Brothers Plumbing$742. Henry moved to award the bid to Hill Brothers,second by Metzger and the motion was carried on a voice vote. C. The next bid awarding was for an American Standard Water Closet. Bidders were:Bader Mechanical$512.20,Meyers Mechanical$333.55 and Hill Brothers Plumbing$287.00. Metzger moved to award the bid to Hill Brothers Plumbing,second by Henry and the motion was carried on a voice vote. D. Chief Michael Allen read the bid awarding for the concrete work at Fire Stations Two,Three, and Five. Two bids were received,Smarrelli General Contractor in the amount of$19,918 and Kutter Construction Co.Inc.$20,655. Chief Allen recommended the bid be awarded to Smarrelli General Contractor who is the lowest responsive bidder. Henry so moved,second by Metzger and the motion was carried on a voice vote. BID OPENINGS A. Bids were opened for towing of city owned vehicles.Two were received:Stampers,Inc. and Pardo's Towing with both having a variety of charges including day and night rates. B. Only one bid was received for contractual paving for 2000 and it was from Milestone for tack coat.98 a gallon and BMA 9.5 millimeter surface$35.95 a ton and an addendum for various pricing for Freeman Park Road and Freeman Park Parking Lot. Board of Works Minutes Cont'd April 27,2000 Page 3 C. Bids were opened for Aggregate and Bituminous for 2000. They were as follows: Milestone Contractors,Marathon Ashland Petroleum,Richmond Concrete,Barrett Paving,Stonehenge Concrete,and U.S.Aggregates. All bids are on file in the City Clerk's Office. Goodwin said all of the above bids will be taken under advisement and awarded at a later date. WAL-MART SITE PLAN/TRAFFIC SIGNAL REVIEW The last item on the agenda was the Wal-Mart Site Plan/Traffic Signal Review. They are planning to build a new store and when it is completed,the old one will be torn down. Plans were presented including curb cuts and traffic signals. Chairperson Goodwin said he wants everyone to be aware of what is going on and invited the public to come to the Planning Office to review the prints and ask questions ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
