HomeMy Public PortalAbout04-20-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,THURSDAY,APRIL 20,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,April 20, 2000,in the Community Room in the Municipal Building. Vice Chairperson Robin Henry presided with Bruce Metzger and City Attorney Bob Bever present.Chairperson Bob Goodwin was absent. The following business was conducted: APPROVAL OF MINUTES The minutes of the April 6th meeting could not be approved because Bruce Metzger was not in attendance at hat meeting. Metzger moved to approve April 13,2000 minutes,second by Henry and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Metzger who reported they totaled$680,494.61 and moved to approve,second by Henry and the motion was carried on a voice vote. Henry announced there are two additional items to be added to the agenda. Bid openings for concrete work for Fire Stations 5,2&3,also plumbing work. REQUESTS A. Henry reported on rates for liability insurance,workers compensation insurance and life insurance for 2000. She said it does not call for action from the Board of Works as it had been discussed at a previous meeting. This report is on file in the City Clerk's Office. B. Henry said the next item on the agenda is the use of the front of the city building,'adjacent to 581 Street,by the Richmond Ministerial Association for National Day of Prayer on May 4, 2000,noon to 1p.m. They requested the use of the Council Chambers as a back up location in case of rain. Metzger moved to approve the request,second by Henry and the motion was carried on a voice vote. B. Lt.Paul Phillips said he received a letter from Deanna Beaman requesting Fireworks display on May 31,2000 and again on July 3,2000. He said the Traffic Safety Division indicated it would not be a problem to control vehicle and pedestrian traffic on Peacock Road. He said he had talked to Bobby Farris of the Richmond Fire Department and they will deal with the pyrotechnics aspect of the event. Lt.Phillips recommended approval. Henry asked Fire Chief Mike Allen if he had any comments,and he said Fire Protection Officer Bobby Farris had inspected the site and they do meet the requirements and they have a license. Metzger moved to approve second by Henry and the motion was carried on a voice vote. C. Phillips reported that the Department of Traffic Safety of the Richmond Police Department had reviewed the request of the Little League Opening Day Parade on May 13,2000. He said the route will be from Dennis Middle School to the ball field via Peacock road. He said if necessary the Police Department would provide an escort. He recommended approval. Metzger so moved second by Henry and the motion was carried on a voice vote D. Henry read a letter from the Evangelical Ministerial Fellowship of Richmond to sponsor a "Jesus Walk"on June 10,2000. The walk will begin at LoBill's, 1301South"E"Street at 11 a.m.and proceed to the Townsend Center on North 12th Street,arriving around 12.30 P.M. Board of Works Minutes Cont'd April 20,2000 Page 2 They have spoken to Chief Bill Shake and he has approved overtime for officers to be on site and he therefore recommends approval. Metzger so moved second by Henry and the motion was carried on a voice vote. TREE REMOVAL CONTRACT Henry read a memo from Vicki Stevens,Purchasing Director,stating that the bids were opened on April 13th by the Board of Works and after reviewing,they were over budget. She recommends the bids be rejected and the contract be re-bid. Metzger so moved,second by Henry and the motion was carried on a voice vote. BID OPENINGS A. The first bids were opened for the concrete work to be done at Fire Stations Five,Two and Three. Kutter Construction,New Paris,Ohio$20,655;Smarrelli Construction,bidding separately,Fire Station Five$9,692;Fire Station Two$1,930;Fire Station Three$8,296.00. Bids will be reviewed and awarded at a later date. B. The next bids are for plumbing work. Meyers Mechanical,replacement of toilet,$333.55 and to repair a tempering valve,$700 and to completely replace the valve$1,125; Hills Brother Plumbing and Heating to replace toilet$287;and replace the valve$742;Bader Mechanical, valve$894.20;replace toilet$517.10. These bids will be taken under advisement and awarded at a later date. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
