HomeMy Public PortalAbout04-13-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,APRIL 13,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,April13, 2000,in the Community Room in the Municipal Building. Chairperson Robert Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: CLAIMS FOR PAYMENT Henry submitted claims in the amount of$519,181.84 and moved to approve them,second by Metzger and the motion was carried on a voice vote. APPROVAL OF MINUTES Metzger moved to approve the minutes from March 30,2000 meeting,second by Henry and the motion was carried on a unanimous voice vote. REQUESTS A. Chairperson Goodwin asked for the acceptance of West Eaton Pike Widening Plan. George Schwietzer Professional Engineer for Lowe's Store submitted the plans. They have been approved by the City of Richmond and the state of Indiana.. Wiwi said the City is satisfied with the plans and recommends their approval. Goodwin asked if anyone had any questions concerning this plan and James Creech,who lives right next door to Lowe's,came forward and asked some questions.He is concerned about the amount of extra traffic and about the entrance and exit lanes to the store. Schweitzer said they had done a survey and at the peak there were around 211 cars.Creech also asked that they be sensitive to the landscaping. Schweitzer said they would put up a fence 6 feet high and trees on the borderline of his property.There being no other questions,Henry moved to approve,Metzger abstained,and Chairperson Goodwin seconded the motion and the motion carried on a voice vote. B. Lt.Paul Phillips brought before the Board a request made by Girls Inc.in reference to a 5K run. The Traffic Division of the Richmond Police Department has reviewed the request and recommended approval. They have agreed,by permission of Chief Bill Shake,that they would assist in traffic control at the Location of the 5K. Metzger moved to approve,second by Henry and the motion was carried by a voice vote. C. Phillips read another request from Earlham College for a noise permit for their annual"Spring Fever"event to be held on April 22,2000 from 1 p.m.until approximately 5 p.m. Lt.Phillips, in checking with Earlham,said they had no problems in the past therefore the Traffic Safety Division recommends approval. Metzger so moved,second by Henry and the motion was carried on a voice vote. D. The next request by Lt.Phillips was a letter read from Cheryl DeLucio to celebrate National Dance Week. This event will be held in the downtown city parking lot across from Richmond Civic Theatre on April 20,2000 from 4 p.m.to 6 p.m. DeLucio explained that it is a chance to showcase the talent in this area. Lt.Phillips reviewed a request for a reserved handicap parking space for Carl Mann at 37 North 18th Street.Mann meets all the requirements,therefore The Traffic Safety Division recommended approval.Henry so moved,second by Metzger and the motion was carried on a voice vote. HIRING OF POLICE OFFICERS A. Chief Shake presented to the Board of Works the name of Sean Crabtree for hiring on the Richmond City Police Department as of April 10,2000. Shake said he has completed merit testing process and been approved by the Police Merit Commission. Metzger made a motion, second by Henry and the motion was carried on a voice vote. The second individual is Bryan J.Ervin,who also has completed merit testing and is waiting for approval from the Police Merit Commission. He is set to hire on April 24,2000 and Shake said he is presently on the Richmond Fire Department. Henry moved to hire Ervin subject to approval of the Police Merit Commission,second by Metzger and the motion was carried on a voice vote. BID AWARD A. Chief Shake presented the renovations for the Police Department and he recommended that Whitewater Construction be awarded the bid in the amount of$6,382.00. Metzger so moved, second by Henry and the motion was carried on a voice vote. B. Goodwin said the next bid to be awarded was for the mowing contract for the city. He had a letter from Vicki Stevens,Purchasing Director,stating that bids had been received from R& K Lawn Service and Earthworks Lawn Care. She recommended that the contract be awarded for two years to R&K Lawn Service as the lowest and most responsible bidder at$59/hour. Henry so moved,second by Metzger and the motion was carried on a voice vote, CHANGE ORDERS A. Wiwi explained Change Order#2 was for McBride Stadium field lighting. He said additional work needs to be done and the amount to be added to the contract is$3,905, making the new contract total$127,830.Metzger moved to approve Change Order#2,second by Henry and the motion was carried on a voice vote. B. The second Change Order#2 was for McBride Stadium Concession Building. Wiwi said there were various small work items that would add$5,801.98 and delete$1,700 from the present contract making the new total$217,093.98. Wiwi recommended the approval of Change Order#2. Goodwin asked if the money was coming from Build Indiana Funds and Wiwi verified that it was. Henry moved to approve Change Order#2,second by Metzger and the motion was carried on a voice vote. BID OPENINGS A. Bids were opened for the purchase and installation of a drinking water fountain in the Police Department. Each company submitted bids on two different models:Meyers Mechanical $1,663 and$1,764;Bader Mechanical,$1,128.30 and$1,430;and Hill Brothers Plumbing and Heating$1,300 and$1,416. Goodwin said these bids would be taken under advisement for awarding at a later date. C. Goodwin opened bids for the tree removal contract for the year 2000.There were two:John's Tree Service$107,990 and Fitzwater Tree and Lawn Care$93,000. OTHER BUSINESS Engineer Bob Wiwi said he was contacted by CSX Railroad with their plans for improvement of several railroad crossings. The following crossings will be repaired:South"L"Street,will be closed from May 15`s-May 26th;South"N"Street from May 29th—June 9th and South"0"Street from June 12th—June 23`d Wiwi said they are working with the Traffic Division of the Police Department so that the public can be well informed before they reach the railroad crossings.
