HomeMy Public PortalAbout03-30-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,MARCH 30,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,March 30,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Metzger moved to approve the minutes for the meeting of March 23,2000,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who reported claims for $201,659.06 and moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. President Goodwin read a letter dated April 9,200 for a request to"Take Back The Night", a project to raise the awareness of and work to stop the violent treatment of women in Richmond and the surrounding community.A public rally will be held at the City Building on April 9,2000. Goodwin suggested that the art work being done by Girl's Inc.Richmond High School,Townsend Center and Earlham College be displayed in the rotunda on the 3rd floor in front of the council chambers.Metzger moved to approve second by Henry and the motion was carried on a unanimous voice vote. The letter is on file in its entirety in the Clerk's Office. B. Lt.Paul Phillips of the Traffic Division of the Richmond Police Department read a request from Richmond Main Street for the annual Teddy Bear Parade to be held on April 8,2000 from approximately 10:30 A.M.to 3:00 P.M. . The parade route will proceed east.from the City Building to 10th and East Main Streets and then back west on Main to the North 7th Street parking lot where activities will be held for the children. The department has allocated sufficient man power to help the children along the parade route. Henry moved to approve the request second by Metzger and the motion was carried on a unanimous voice vote. CHANGE ORDER The next item to be presented is Change Order#1,replacement of damaged trees on East Main Street.City Engineer Bob Wiwi explained that this addresses one of the beautification projects that this administration is undertaking. During the winter months,the area located in the median in front of Robard's,several cars have hit trees and damaged them significantly so they will have to be replaced.The insurance company and the City are working on a claim to get reimbursed,but in the meantime the trees need to be replanted. There will be five Hawthorn trees planted and the total amount which would include buying the trees and having the contractors on site plant them, comes to$19,804.00. The original amount was 17,836.00 an increase of$1,984.00. Henry moved to approve Change Order#1,second by Metzger and the motion was carried on a unanimous voice vote. Board of Works Minutes Cont'd March 30,2000 Page 2 OPENING BIDS The following bids were opened for HVAC: Lowman Metal Shop$24,716.00 ; Hills Brothers Plumbing and Heating $33,606.00;Meyers Mechanical$35,476.00. These will be taken into advisement and be returned at the next meeting. AWARD BID There were 3 bids for the water line repair in the City Building Police Department one from Hill Bros.Plumbing$1836.00;Bader Mechanical$3261.00 and Meyers Mechanical$1754.00.Meyers Mechanical being the lowest responsible bidder Henry moved to award the bid second by Metzger and the motion was carried on a unanimous voice vote. MISCELLANEOUS BUSINESS A. Bob Bever,City Attorney came forward in regard to the law suit filed against the City of Richmond and Rick and Pam VanWinlde,and Paul and Dixie Terrill in the South"0"Zoning change. A Mediated Settlement Agreement was reached by both parties and the City will pay the plaintiffs the sum of$27,000.00; $7,000 to be paid by the insurance company and the city will pay$20,000.00. The zoning will remain the same. The agreement is on file in the City Clerk's office. Metzger moved to accept the settlement agreement second by Henry and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
