THE CITY OF RICHMOND,INDIANA,MARCH 23,2000
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,March
23,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was
conducted:
APPROVAL OF MINUTES
Metzger moved to approve the minutes for the meeting of March 16,2000,second by Henry and the
motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who reported claims for
$864,012.96 and moved to approve,second by Metzger and the motion was carried on a unanimous voice
vote.
REQUESTS
A. Captain Don Ponder stated that he had talked with Jim Mills,representative of the American
Federation of State and County Municipal Employees(AFSCME),who had requested
approval of a march to be held at noon Saturday,April 1.He said it would begin at 10th and
East Main heading west to the City Building.Captain Ponder said there would be police
officers at intersections and stated that the Department of Traffic recommended approval.
Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote.
B. Another request brought before the Board by Captain Ponder was made by the Petal&Stem
Garden Club to use the plaza at 10th and East Main Street from 8 a.m.to 2 p.m.Friday,May •
12,2000.He said this would be the third consecutive year for this organization to make this
request and he recommended approval.Henry so moved,second by Metzger and the motion
was carried on a unanimous voice vote.
C. Chairperson Goodwin read a request made by Jim Mattingly for a curb cut at 2921 Stoneleigh
Drive and recommended it be approved.Henry moved to approve following the City's
specifications,second by Metzger and the motion was carried on a unanimous voice vote.
AGREEMENTS
A. Fire Chief Allen asked the Board's approval of the Visions Software Agreement,stating that
it had been reviewed and approved by the Assistant City Attorney.He said this would provide
a complete fire station management system,adding that this is a long-awaited package to
bring the Fire Department up to date with the computer programs.Metzger moved to approve,
second by Henry and the motion was carried on a unanimous voice vote.
BID OPENINGS
A. Chairperson Goodwin said these are bids for repairs to water lines in the Police Department in
the City Building.He read the bid from Hill Brothers Plumbing which was$1,836;Henry
read the bid made by Meyers Mechanical for$1,754;and Metzger read the bid made by Bader
Mechanical for$3,261.Chairperson Goodwin said the bids would be taken under advisement
and possibly be awarded a later date.

MISCELLANEOUS BUSINESS
A. Fire Chief Mike Allen announced that Pete McDaniel has been appointed Training Officer of
the Richmond Fire Department.He said McDaniel is a 10-year veteran of the department and
holds an Associates Degree in Fire Science,is an Emergency Medical Technician and a
Hazardous Materials Technician.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
