THE CITY OF RICHMOND,INDIANA,MARCH 16,2000
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday, March
16,2000,in the Community Room in the Municipal Building. Vice Chairperson Robin Henry presided
with Bruce Metzger and City Attorney Bob Bever present.The following business was conducted:
APPROVAL OF MINUTES
Metzger moved to approve the minutes from March 2 and March 9 meetings,second by Vice Chairperson
Henry and the motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
No claims for payment were submitted.
REQUESTS
A. Three requests for reserved handicapped parking spaces were brought before the Board by Lt.
Paul Phillips.He explained that the first request was for Anthony Wade at 719 South 14th
Street and had been brought before this Board on March 2 with a recommended that it be
denied and the Board did just that.He said the reason for that recommendation was because
upon reviewing the location of the residence they found there was off-street parking available.
However,since then,the Traffic Safety Division learned that Wade does not have access to
that off-street parking which is a garage.Lt.Phillips expressed his apologies to Wade and to
this Board for the error that was made and recommended the request,which has been re-
submitted,be approved.Metzger moved to approve,second by Vice Chairperson Henry and
the motion was carried on a unanimous voice vote.
Lt.Phillips stated that the other requests were made by Jerry Scalf at 911 Boyer Street and
Creta R.Shearer at No. 6 Washington Court and both have been reviewed and it is
recommended they be approved.Metzger so moved,second by Vice Chairperson Henry and
the motion was carried on a unanimous voice vote.
B. Lt.Phillips brought before the Board a request made by Richmond Civic Theatre that"No
Parking"signs be placed temporarily in the first block of South 10th Street both on the east
and west side of the street from Main Street to the south service drive.He said this would
permit buses to load and unload children attending the two special performances of RCT.He
said Captain Ponder recommended approval.Metzger moved to approve,second by Vice
Chairperson Henry and the motion was carried on a unanimous voice vote.
CONTRACT AWARD
A. Vice Chairperson Henry read a letter from Police Chief Bill Shake in which he stated that the
Police Department requested approval of the Vision Software Contract,which would enable
the department to move from the DOS version to the Windows Version.He said the cost of
the contract would be$16,100 for installation,software maintenance would be$4,243.20,and
data transfer would be$2,000 for a total of$22,343.20.Metzger moved to approve,second by
Vice Chairperson Henry and the motion was carried on a unanimous voice vote.

BID AWARD
A.Vice Chairperson Henry read a memo from Purchasing Director Vicki Stevens,who
recommended the bid for the elevator maintenance at the City Building,Parking Garage and
Richmond Sanitary be awarded to Millar Elevator of Indianapolis as the lowest,most responsive
and responsible bidder.She also noted they were the only bidder for this contract,adding that they
are the City's previous vendor and their performance had been satisfactory. She said the contract is
for five years for the six elevators,three years at the quoted price of$695 per month and the last
two years subject to increase or decrease per the price adjustment provision contained in the
maintenance agreement based upon the index of wholesale commodity prices.Metzger moved to
approve the recommendation,second by Vice Chairperson Henry and the motion was carried on a
unanimous voice vote.
RE-INSURANCE CONTRACT FOR 2000
A. Vice Chairperson Henry explained that this is a re-insurance contract for 2000,stating that
this contract runs from January 1 to December 31,2000,and it is with Lloyd's of London.
She explained that the City is self insured and after it hits certain limits of the policy they pick
of the slack.She said if an individual has claims of over$75,000 then the City stops having to
pay the bills and Lloyd's of London pays them.There is also a limit of total claims for the
City which is$1,966,371.84 and the monthly premium for this is$11,408.64.She said that
varies monthly,depending on the number of insures.
She said the legal department had looked at the contract and asked to add anti-discrimination
language to the contract and that is being sent by Benefit Systems,the City's third party
administrator.She asked for a motion,once that language is received,that the Chairperson of
the Board of Works be given the authority to sign the contract.Metzger moved to approve
subject to the addition of language requested by council and to further authorize the
Chairperson of the Board of Works to sign the contract when the contract is completed,
second by Vice Chairperson Henry and the motion was carried on a unanimous voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
