THE CITY OF RICHMOND,INDIANA,FEBRUARY 24,2000
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February
24,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was
conducted:
APPROVAL OF MINUTES
No minutes were available.
CLAIMS FOR PAYMENT
No claims for payment were submitted by the City Controller's office.
OLD BUSINESS
A. Chairperson Goodwin said City Engineer Bob Wiwi had met with those wishing to schedule
concerts at the airport and they wanted to give another presentation to this Board tonight.Joe
Plankenhorn with Midstates Racing and Bob Moot of Heartland Entertainment addressed the
Board,talking about the concerns that Wiwi had at the February 17 meeting of this Board.
Chairperson.Goodwin read a letter from Major Greg Pipes of the Richmond Police
Department which requested the approval of officers providing security for concerts on Friday
and Saturday night,stating that the department would approve having 10 officers there each
night.He added that Heartland Productions,the promoter for the concerts,had agreed to pay
for the overtime of those officers.Chairperson Goodwin asked Wiwi if that satisfied his
concerns and Wiwi responded that he had asked for references of other work by Heartland
and he planned on checking those out. Chairperson Goodwin asked if this issue could be held
over until the next meeting and Board members had no objections to that.
REQUESTS
A. Bob read a letter from Captain Melody Truitt concerning a request for a reserved handicapped
parking space at 302 South 15th Street for Shirley Franklin.She said the request had been
reviewed and it was determined the applicant meets the requirements and it was
recommended the request be approved.Metzger moved to approve,second by Henry and the
motion was carried on a unanimous voice vote.
B. Robin Henry,Director of Human Resources,explained that the new COBRA rates have been
calculated and will go into effect March 1,2000.She said these are the rates on which
everything is based upon as far as the City's health insurance premiums,whether they are for
retirees or employees.She said these are the maximum rates that the City can charge someone
who has left the City and still wants the City's coverage. She stated those rates as are as
follows:$159.57 for employee only;$319.14 for employee and one dependent;$398.92 for
employee and two to three dependents;and$558.53 for employee and 4 or more dependents.
She said these have gone up on the average of about$6 per each tier but this would not affect
the health insurance premiums of the employees,adding those would stay the same in 2000.
Metzger moved to approve the new COBRA rates for the City, second by Chairperson
Goodwin and the motion was carried on a unanimous voice vote.

C. Chairperson Goodwin said two grievance letters filed by Firefighters had been received,
stating that it is this Board's responsibility to set a hearing date.Rabe said this is different
than the Police because this requires a hearing be held within 14 days of the Board receiving
notice.Rabe said he had talked with Chief Allen who said he would be here at the next
meeting if they wanted to set the hearing for that date.Metzger moved to set the date for
March 2,second by Henry and the motion was carried on a unanimous voice vote.
D. Chairperson Goodwin said a request had been received from the Clerk of Courts requesting
permission to use the city building for the elections again this year.He said the date for the
Primary Election in the spring is May 2 and it is November 7 for the General Election.Henry
moved to approve the request,second by Metzger and the motion was carried on a unanimous
voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
