THE CITY OF RICHMOND,INDIANA,FEBRUARY 17,2000
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February
17,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was
conducted:
APPROVAL OF MINUTES
Metzger moved to approve the minutes for the meeting of February 10,2000,second by Henry and the
motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
No claims for payment were submitted by the City Controller's office.
REQUESTS
A. Captain Melody Truitt reported that a request had been received from Builders Tech to block
four(4)parking spaces in the 1900 block of North C on the north side of the street which are
located at the south side entrance to Starr School.She said these are needed for about 30 days
or less to place roll-off containers and large construction vehicles at the work site.Metzger
moved to approve,second by Henry and the motion was carried on a unanimous voice vote.
B. Captain Truitt reported that the Department of Traffic Safety has reviewed the request of
Walther and Hawkins Auctioneers to close a portion of the alley at the rear of 321 North West
4th Street on Saturday,February 19,from 8 a.m. to noon to allow a public auction at that
location.She said the east end of the alley would remain open to residents or emergency
vehicles and the only resident directly affected had been contacted and had signed a form that
he had no objection to the request nor does the Department of Traffic Safety.Henry moved to
approve,second by Metzger and the motion was carried on a unanimous voice vote.
C. A request for a reserved handicapped parking space at 612 South 11t Street was brought
before the Board by Captain Truitt who said this residence has some paved parking in the
rear.However,a letter from the homeowner,which was attached to the request,states that the
off-street parking is unavailable to the tenant,Mary Rasner.Therefore,she said,she
recommended approval of the request.Metzger so moved,second by Henry and the motion
was carried on a unanimous voice vote.
D. Fire Chief Mike Allen announced the promotion of Kevin Nicholson to Assistant Fire Chief,
stating that he is an 8-year veteran of the Richmond Fire Department and will continue to
oversee the training division along with his new responsibilities until a new training officer is
selected.Chief Allen said Nicholson holds a Bachelor Degree in Applied Science from Ball
State University and an Associate Degree in Fire Science from Ivy Tech State College.
E. Captain Truitt reported that the Department of Traffic Safety had reviewed the proposed
March of Dimes Walk America route to be used April 29,2000. She said the walk would
include between 500 to 600 participants and will begin and end at Glen Miller Park.She said
the Park Department had already approved the use of the park for this event.

The Captain said the walkers would use sidewalks and obey all street-crossing signals and
there will be three checkpoints along the route and volunteer safety helpers to assist the
walkers.The route,she said,will include Main Street,west from the park to South West 5th
Street,then south to National Road.The route,she said,then turns south on South West 1st
Street to South West G,then east across the G Street Bridge and north on South 5th to South
A.The route continues,she said,on South A to South 18th,where it rejoins Main Street and
returns to the park.
Captain Truitt added that the walkers with wheel chairs or young children in strollers would
be provided an alternate route that remains fully on park grounds.She noted that the event is
scheduled to begin at approximately 8 a.m.Henry moved to approve,second by Metzger and
the motion was carried on a unanimous voice vote.
F. Chairperson Goodwin read excerpts of a letter written by Joe Plankenhorn which was a
request to be put on the Board of Works agenda for approval of activities related to the
Board's jurisdiction for the Richmond Grand Prix and related concerts at the airport.
Plankenhorn said they had received approval from the Aviation Board a couple of months ago
and have just been waiting for contract signatures which has occurred within the past week.
He said they do have a contract with the City.
Chairperson Goodwin asked City Engineer Bob Wiwi and City Attorney Bob Bever to join
Plankenhorn at the microphones,stating that he understood there are some misunderstandings
about what is occurring here and hoped that these can be ironed out here through discussion.
The requests that the Board has before it,Chairperson Goodwin said,are for activities that are
related to the jurisdiction of the Board of Public Works and Safety,which includes Police and
Fire.He said he has letters from both the Police Chief and Fire Chief stating they would be
available for call during the events,however,they would not be having people out there on
overtime during the events.
Attempting to explain the issue,Bever said at the January meeting of the Board of Aviation
Commissioners when the discussion was about finalizing the lease and license agreement with
Midstates Racing for the airport property regarding the auto racing,the topic came up about
the concerts.He said in the lease,which was drafted using the information from the prior
month conversations,it was made clear that the only use of the airport property would be for
the racing.He said when Midstates brought up the possibility of the concerts at the January
meeting,he felt they wanted to get a feel from the airport board whether or not this would be
approved.
Bever said it was his understanding that the Aviation Board did not want to come to a final
conclusion and say yea or nay on the concert aspect until a more specific proposal was
brought forth by Midstates.He said the Aviation Board wanted to see a specific proposal and
have them touch base with any affected City department so they could find out if this Board
thinks it's a good or bad idea.Plankenhorn said the Aviation Board required Midstates to
have an officer out there on premises with arresting authority.Bever asked Michael Nocton,
president of the Aviation Board,if any specific proposal had been brought to the Board.
Nocton responded that there has been no proposal and his specific concern is the amount of
traffic that might be generated.Bever said as of today,the Aviation Board only has a signed

lease for the auto racing and nothing else has been approved.

Wiwi,alluding to his letter,said there were several issues he had raised which he feels are
significant and need to be addressed.Chief Allen said no engines would be stationed there
and Chief Shake said it is not his intent to assign anybody on overtime.Nocton said he is
concerned about the airplanes parked there,with 5000 people milling around.Plankenhorn
said he had talked with Wayne County Sheriff Jerry Williams who said he would have the
Reserves out there providing 24-hour security and to handle traffic problems.
Bever said there is more work to do before this Board can take any action and it needs to be
done before the next meeting.He said the final say is with the Aviation Board and it wants
absolute information on how safety and traffic are going to be addressed.Plankenhorn said
events,hopefully,would include Phil Dirt and the Dozers on Thursday night,the Marshall
Tucker Band on Friday night,Steve Warner on Saturday and if there is a concert on Sunday
they might bring in Mark Lowry,who is a part of the Gaither group.
Typically,he said,gospel music does not have tremendous turnouts,adding that they have
tried to bring in family-oriented acts. Assistant City Engineer Greg Stiens said he had read in
the newspaper article about an arcade for children.Bever said that is the type of thing the
Aviation Board wants cleared up.Plankenhorn said the Aviation Board would like to have
everything together by its March 9 meeting. Chairperson Goodwin asked Plankenhorn to get
with everybody involved and bring back something to this Board's next meeting.
Bever said this is new ground for the Aviation Board,adding that they would just welcome
any comments from this Board to assist them in making their decision.Henry said she would
like to see a written plan with a confirmation by Sheriff Williams as to what his plans are.
GRIEVANCE FILED BY POLICE OFFICERS
Chairperson Goodwin said this Board is charged with the responsibility of setting a hearing date on
grievances filed by Police Officers Jon Chilcoate and and Brian Benedict within 30 days from the receipt of
the grievance report.Rabe explained the procedure and Board members agreed to set that hearing date on
the regular meeting of March 9,2000.Metzger moved to schedule the hearing for March 9,second by
Henry and the motion was carried on a unanimous voice vote.
CHANGE ORDER NO. 1
Chairperson Goodwin,said he was involved in this procedure,explaining it is one of the buildings which
was torn down last year at 1010 North 15th Street.He said that they had let a contract for$3,250 and in the
process of removing the structure it was discovered that there was more debris buried on the site,which
included tires and automobiles and the total bill ran in excess of$9,000.This change order,he said,would
give them an additional$2,000 which brings them up to the level of the next lowest bidder on that date.
Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
