HomeMy Public PortalAbout02-10-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,FEBRUARY 10,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February 10,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Metzger moved to approve the minutes for the meeting of February 3,2000,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT No claims for payment were submitted by the City Controller's office. REQUESTS A. Captain Melody Truitt reported that the Department of Traffic Safety had reviewed the request of the Miami Valley Tandem Rally to conduct its 15th annual tandem bicycle ride through an area of the City on Saturday,June 10,2000.She said the route would include 111 Henley Road,Glen Miller Park,Elks County Club Road and Hayes Arboretum Road as it comes into the City then returns to Ohio. She said that in the past this event has caused no problems with traffic flow nor has it needed any type of special assistance from the department.Henry moved to approve the request, second by Metzger and the motion was carried on a unanimous voice vote. B. Police Chief Bill Shake reported that in November this Board asked that the Police Department Pension Board conduct a disability hearing for Officer Todd Roberts and after examination by the Pension Board physician wrote a recommendation that Officer Roberts be placed on disability.He said a hearing was held today with Officer Roberts present and the Pension Board voted to recommend disability for him. The Chief said as part of the process this Board needs to stipulate that there is no suitable nor available work for Officer Roberts as the Richmond Police Department requires each and every member of the department to be able to perform the essential functions of the job.Since Officer Roberts' disability is in his knee,Chief Shake said,which does not allow him to run and pivot as would necessarily have to be done as part of the job requirements.He asked the Board grant his request.Metzger moved to stipulate that there is no suitable nor available work for Officer Roberts within the Richmond Police Department,second by Henry and the motion was carried on a unanimous voice vote. AGREEMENTS A. Assistant City Attorney Steve Rabe brought before the Board an agreement between the City and the Indiana Department of Transportation for the overhead pedestrian walkways that cross over U.S.27 both north and south.Rabe explained that this agreement provides for continued existence for the walkways.He said although they have been there since the early 70s,the City still needs the state's permission to allow them to continue to be located above a state highway. Board of Works Minutes Cont'd February 10,2000 Page 2 He said the agreement would allow the pedestrian walkways to continue to exist there and to be used with INDOT periodically inspecting them for safety concerns,although the City is still responsible for their maintenance.It would also prohibit any advertising directed at traffic from the walkways,although the state did agree to allow exceptions for civic,philanthropic, educational and religious events,which has been done in the past.He said this allows the City to continue what it has been doing but this simply formalizes the agreement between the City and INDOT.Metzger moved to approve the agreement,second by Henry and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
