HomeMy Public PortalAbout02-03-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,FEBRUARY 3,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February 3,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Metzger moved to approve the minutes for the meeting of January 27,2000,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT No claims for payment were submitted by the City Controller's office. REQUESTS A. Captain Melody Truitt recommended approval of a request for a handicapped parking space made by Ronald Delucio of 520 South H Street.Metzger moved to approve the request, 111 second by Henry and the motion was carried on a unanimous voice vote. AGREEMENTS A. Chairperson Goodwin said the next matter before the Board is the contract for the digital pager rentals for the City of Richmond.He said the bidders were Beep Alert,Indiana Paging of Indianapolis and ARC Paging of Miamisburg,Ohio.Reading from a letter by Purchasing Manager Vicki Stevens,he said she wrote that the contract would be for one year with the option to renew the second year at the same rental cost. She said the City now rents 71 pagers,stating that Indiana Paging was the lowest bidder as far as price,being 14 cents below the bid by Beep Alert.However,she said,in the past the City has experienced service problems because the paging company it had contracted with was outside the City. Also,she said,Police Officers had experienced problems receiving pages while inside Reid Hospital.She said Beep Alert,being in Richmond,could provide service in a timely manner and is the only bidder which has paging equipment inside the hospital in addition to two transmitting antennas. She recommended the contract be awarded to Beep Alert because of the reasons mentioned above,pending a short trial testing period.Metzger questioned Rabe about the recommended bidder not being the lowest.Rabe responded that the City Code states that you should go with the lowest,most responsive bidder and if it decides to award a contract to someone who is not the lowest in terms of price,then they are not the most responsive. In that case,those reasons must be given in writing and that is what Stevens has done. Board of Works Minutes Cont'd February 3,2000 Page 2 Henry moved to award the contract for the digital pagers to Beep Alert as the most responsive bidder subject to a short test period for the reasons stated in the memo from Stevens,second by Metzger and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
