HomeMy Public PortalAbout01-27-2000 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,JANUARY 27,2000 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,January 27,2000,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Metzger moved to approve the minutes for the meeting of January 20,2000,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who reported claims for $993,545.68 stating that was a carryover from November 1999 and moving to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Captain John"Jack"Farmer,reading from a written statement,stated that he was asking the Board to grant his request for retirement after serving for 29 years on the Richmond Police Department.He said it is time to"park the cruiser and hand over the badge to the next generation."He thanked fellow officers and assured citizens that they have a fine police force. He also thanked the Police Merit Commission members for their dedication.He requested the Board accept his retirement effective March 1,2000.Metzger said Captain Farmer would be missed,Henry thanked him for his dedication to the City and Chairperson Goodwin wished him the best in his retirement.Metzger moved to accept the retirement of Captain Farmer, second by Henry and the motion was carried on a unanimous voice vote. B. Captain Melody Truitt read a letter from Fire Chief Mike Allen asking to designate an area of South 8th Place in the 1200 block for restricted parking. She said the request had been reviewed and the area in the 800 block directly on the east side of Fire Station No.4 had been looked at by the Traffic Safety Division.She said specifically the request is to designate a portion of the west side of that roadway as fire department parking only and that area would run from South L Street to the entrance of the fire station lot. She said six parking spaces would exist on that side.The area at the rear of the station is currently used for large equipment and storage limiting the space for parking for fire department personnel.She said the residents actually on South 8th Place are on the east side of the street and south of this location and generally do not park on that side of the street let alone that far north. She said she recommended approval and the placement of three signs and yellow curbing marking the area.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. AGREEMENTS A. Fire Chief Allen stated that only one bid was received last week for the service agreement of the heating and air conditioning for Fire Station No. 1 and that was from Lowman Metal Shop for$1,937.He recommended the bid be awarded to Lowman,stating that their bid was in order and they had a certificate of insurance.Rabe requested that Chairperson Goodwin be authorized to sign the written agreement subsequently prepared by the Department of Law. Board of Works Minutes Cont'd January 27,2000 Page 2 Metzger moved to approve the awarding of the bid to Lowman Metal Shop for$1,937 and authorize Chairperson Goodwin to sign the written agreement,second by Henry and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
