THE CITY OF RICHMOND,INDIANA, DECEMBER 23,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,
December 23, 1999,in the Community Room in the Municipal Building. Vice Chairperson Robin Henry
presided with Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. Absent was
Chairperson Bob Goodwin.The following business was conducted:
APPROVAL OF THE MINUTES
The minutes of the meetings held on December 9 and 16 were approved on a motion by Metzger,second
by Vice Chairperson Henry and were carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
There were no claims available.
REQUESTS
A. Vice Chairperson Henry reported that a request had been made by a labor organization to
hold a Labor Rally on the west parking lot of the City Building at 1 p.m.Saturday,January
29.Metzger moved to approve,second by Vice Chairperson Henry and the motion was
carried on a unanimous voice vote.
B. City Attorney Bob Bever said those citizens watching the Common Council meeting held
December 20, 1999,heard Mayor Dennis Andrews explain that there are three very short
streets currently that have not ever been put into the City's street system.Bever said this
makes a difference sometimes for grants and other funds that can be recovered from the
Indiana Department of Transportation when those are based on the mileage of the City's
streets.He said they are being maintained by the City but the administration would like to
formally accept the streets into the street system.
Bever said they are:The street between South L and South M just east of Fire Station No.4;
the street between South N and South 0 just east of Scott Boys Club;and the street between
South West G and South West 1st just west of Richmond High School.Bever said that for
these streets to be formally accepted into the City's street system they have to have a name
and these have none.
Unless the local code says otherwise,Bever that that Indiana law places the responsibility of
naming streets with the chief executive of the City which is the Mayor.He said this City's
local code only changes that procedure if it is in subdivision where the developer may suggest
the names and the Plan Commission gives final approval.
Based on that,Bever said,the Mayor has suggested the following:That"South 8th Place"be
the name given to the street between South L and South M and the street between South N
and South 0;and"South West G Lane"be the name given to the street between South West
G and South West 1S`.He said with those names the administration would like this Board to
accept them into the city inventory of streets.Metzger moved to accept the three streets and
the names,second by Vice Chairperson Henry and the motion was carried on a unanimous
voice vote.

Continuing,Bever said Industries Road was recently opened running between Williamsburg
Pike and U.S.27 and runs into what was,in the past,named Dana Parkway going west from
Williamsburg Pike to what was its current stopping point at Flatley Road.That,now,he said,
has been extended from Flatley Road to Salisbury Road.In an effort to keep the continuity,
Bever said,the Mayor has asked that all of that be named Industries Road running all the way
from U.S.27 to Salisbury Road.
Bever said that includes changing the name of the Dana Parkway portion of that road.He said
when the street was first put in,it was because Dana's national headquarters was at that
location but that is now gone.He said the Mayor has contacted the other businesses on the
current Dana Parkway and none have any problems with changing the name to Industries
Road.He said when that new roadway from Flatley Road to Salisbury is opened,he will be
back before this Board to ask that it be formally accepted into the City's street system.

There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
