THE CITY OF RICHMOND,INDIANA, NOVEMBER 24,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Wednesday,
November 24, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided,with Bruce Metzger and Assistant City Attorney Steve Rabe in attendance.Robin Henry was
absent.The following business was conducted:
APPROVAL OF THE MINUTES
The minutes of the meeting of November 18, 1999 were approved on a motion made by Metzger,second
by Chairperson Goodwin and the motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
There were no claims for payment available.
REQUESTS
A. Police Chief Bill Shake requested the Board to approve the hiring of Donald Sean O'Brien as
a probationary firefighter effective November 22, 1999.Metzger moved to approve,second
by Chairperson Goodwin and the motion was carried on a unanimous voice vote.
B. Chief Shake also asked this Board to request the Pension Board to hold a disability hearing
for Officer Todd Roberts.He explained that it is his recommendation that Officer Roberts be
placed on disability under the 1977 Police Officers and Firefighters Pension and Disability
Fund.Further explaining,he said Officer Roberts received severe injuries to a knee as he was
arresting a suspect in July 1997,adding that he has had reconstructive surgery on the knee,
and it is because of the medical follow-up information that he is bringing his request to this
Board.
Chairperson Goodwin asked the Chief if the officer was aware of these proceedings and the
Chief answered that he is.Metzger asked if the officer agreed with them and Chief Shake said
he had been spoken to several times but so far has not agreed to sign the form.The Chief said
he had a letter from the officer's doctor in which it was stated that it is unlikely that he would
return to pursue his line of work as a police officer.
C. Chief Shake explained the procedure that would take place if this Board approves,stating that
the determination rests solely on the recommendation of the doctor in Indianapolis who does
the physicals in this type of situation.Metzger then moved to approve,second by Chairperson
Goodwin and the motion was carried on a unanimous voice vote.
D. Captain Melody Truitt brought before the Board a request for a reserved handicapped parking
space made by Linda Davis at 216 South 14th Street.She said there is a garage on the property
but it is not available for her use,according to her landlord.She recommended approval.
Metzger so moved,second by Chairperson Goodwin and the motion was carried on a
unanimous voice vote.

BID AWARD
A. Chairperson Goodwin read a letter from Major Greg Pipes,Deputy Chief of Police,in which
he stated that the two bids received for the renovation of the Police Department lobby had
been reviewed and it was recommended that Russell&Geier Contracting be awarded the bid.
He said their bid was for$5,328 and they had given a 10-year warranty on the ceiling tile and
Kutter Construction Co.,which had submitted the only other bid,had listed a two-year
guarantee on materials and their bid was for$5,536.Metzger moved to approve,second by
Chairperson Goodwin and the motion was carried on a unanimous voice vote.
B. Chairperson Goodwin read a second letter from Major Greg Pipes in which he stated that the
two bids submitted for carpet for administrative offices,squad room and the captain's office
in the Police Department had been reviewed.He said it was recommended that the bid be
awarded to Newport Carpet&Appliance for$3,264.80.The other bid received was from
Georgia Direct Carpeting Inc.for$3,403.15.
C. Chairperson Goodwin read a letter of recommendation from Assistant City Engineer Greg
Stiens for the awarding of the bid for the City Building professional design for the second
level decking. Stiens stated that the decking is in need of replacement and his office had
requested proposals from six architectural and/or engineering companies.
Stiens said three proposals were received and he,along with City Engineer Bob Wiwi and
Planning Director Bob Goodwin,had reviewed them.He said they were from CTG Associates
for a fee of$7,000 with an additional inspection fee of$45 per hour;ARSEE Engineers for
$14,000 with a fee of$75 per hour; and Bethel Design for$15,700 with a fee of$115 per
hour.
The proposal submitted by CTG,Stiens said,met all the requirements,therefore it was
recommended that that proposal as well as the additional hourly inspection fee of$45 be
approved.Metzger so moved,second by Chairperson Goodwin and the motion was carried on
a unanimous voice vote.
AGREEMENT
A. The signing of the agreement with Rural Metro for mutual aid with the Richmond Fire
Department was postponed until a later date.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
