THE CITY OF RICHMOND,INDIANA, SEPTEMBER 30,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,
September 30, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe in attendance.The
following business was conducted:
APPROVAL OF THE MINUTES
The minutes of the meeting of September 23, 1999 were approved on a motion made by Metzger,second
by Henry and the motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Henry announced that the claims for payment totaled$156,628.08 and moved to approve them,second by
Metzger and the motion was carried on a unanimous voice vote.
REQUESTS
A. Chairperson Goodwin brought before the Board a request for a curb cut at 500 Campbell
Avenue.Lt.Kris Wolski explained that a site survey was done in the predominantly
residential area.He said there was no problem in approving the request as long as it meets all
of the City regulations.Henry moved to approve the request as long as it followed the City
specifications,second by Metzger and the motion was carried on a unanimous voice vote.
AGREEMENT
A. Police Chief Bill Shake brought a request before the Board for approval of the annual
maintenance agreement for the Intoxilyzer 5000 for a fee of$500.He said what the annual
maintenance agreement does is to say the State Department of Toxicology will provide that
maintenance and repair for the breath test instrument for a year.He added that if this one goes
down,they would supply the local department with a replacement.Rabe stated that this is a
standard agreement and that being the case he said he felt it was not necessary to have a
separate agreement.Metzger moved to approve,second by Henry and the motion was carried
on a unanimous voice vote.
CHANGE ORDER NO.7
A. City Engineer Bob Wiwi stated that this is for Industries Road,explaining that it is as a result
of a request by the City and County for additional guardrails.He said the original design met
minimum standards,but the request is due to what was thought to be unsafe conditions that
could occur in icy weather.He said this change order which deals with additional guard rail is
for$15,095.50,some end treatment for the guard rail for$1,300,guard rail transition for
$1,808 and maintenance of traffic to be established during the time of the installation of the
guard rail.Wiwi said two minor items had been included within this change order which were
- calibration of an oven for$2,000 and a decrease of$3,807 on some failed materials.He said
the net total of the change order is$18,515.35 and it will be cost-shared at the same rate as all
other parts of this project which means the state pays 80 percent and the local payment is 20
percent.Metzger asked about the anticipated time for installation.Wiwi answered that the
state agreed to have this done so it is already taking place.Metzger moved to approve,second
by Henry and the motion was carried on a unanimous voice vote.

BID OPENING
A. Chairperson Goodwin said three bids had been received for new carpet for the City Building.
He opened the first,stating it was from Richmond Carpet for$3,010.28 for the Planning
Department area,$1,270.51 for the Clerk's office,$1,927.68 for the Permits area,and
$2,544.95 for the Finance Area.Henry read the bid made by Newport Carpet and Appliance
of Fountain City for$9,478 for the total bid.Metzger read the bid from Georgia Direct Carpet
for$7,241.20.Chairperson Goodwin said the bids would be taken under advisement and
awarded at a future meeting.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
