HomeMy Public PortalAbout09-23-1999 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, SEPTEMBER 23,1999 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday, September 23, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was conducted: APPROVAL OF THE MINUTES The minutes of the September 9, 1999 meeting were approved on a motion by Metzger,second by Chairperson Goodwin and was carried on a vote by Metzger and Chairperson Goodwin.Henry was absent for that meeting. The minutes of the September 16, 1999 meeting were approved on a motion by Henry,second by Chairperson Goodwin and was carried on a vote by Henry and Chairperson Goodwin.Metzger was absent for that meeting. CLAIMS FOR PAYMENT Henry announced that the claims for payment totaled$606,407.68 and moved to approve them,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Chairperson Goodwin brought before the Board a curb cut request and access petition at 1035 North West D Street,stating the conditions set forth by City departments,and Metzger moved to approve the request subject to the conditions of the Public Works and Engineering Department,second by Henry and the motion was carried on a unanimous voice vote. B. Captain John Farmer said he had received a request made by Principal Doering of Charles Elementary School stating that since the reconstruction of the driveway access and the offstreet parking at the school the crosswalk needs to be relocated.The Captain said it calls for moving it about five feet so that it will hit an intersection that now exists.He said the main concern is where the buses load on the south side of the school there is an offstreet drive and as the buses exit that drive,some of the buses need to turn left.He said in the plans they did not put a radius on that curb that would allow the buses to do that easily and as a result of that, if there are any vehicles parked or standing along the south curb of Reeveston Road in the 2400 block it prohibits the buses from making that left hand turn. He said they have requested signage saying"No stopping or standing between the hours of 2 to 3:30 p.m. "He added that the elimination of parked vehicles there would allow the buses to safely make that turn.He said the vehicles there are,for the most part,parents picking up their children after school.He said he had reviewed the area and recommended the Board authorize the placement of those signs in the eastbound travel lanes.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. C. Chairperson Goodwin read a request made by Lisa Burkhardt,a teacher at Discovery Middle School,2301 Peasant View Road,to take on as a project the median between the City Building and Morrisson-Reeves Library on North 5th Street.He said she had asked that they be allowed to plant spring flowers there,which would bloom prior to the lilies that are planted there. Board of Works Minutes Cont'd September 23, 1999 Page 2 Chairperson Goodwin said they are requesting,through the City's Beautification Mini-Grant, $200 in order to buy the plants that are needed.Metzger stated that this is just a request for funds,but he assumed that at some point they might ask for the closing of the street for planting.Metzger said it was this school which had planted the day lilies two years ago and the street had been closed for that to take place.Henry suggested that they should be directed to work with the traffic department and also that they should be responsible for any ongoing maintenance of the perennials.Metzger moved to approve,with the stipulations suggested by Henry,second by Henry and the motion was carried on a unanimous voice vote. BID OPENING A. Chairperson Goodwin said two bids had been received for the field lighting at McBride Stadium and passed them along to Henry and Metzger to open them.Assistant City Engineer Greg Stiens explained that they are in the process of revamping the existing lighting there to meet league standards for the Richmond Roosters.He said some of the underground wiring has gone bad in the past year and they have had some problems with it so they are going to upgrade the lighting and this should take care of any problems in the future.He said they have asked for a base bid for the wiring and an alternate 1,which,if there is enough money,they would be installing additional lighting to upgrade the lights. Henry read the bid from Cummins Electric of Richmond,which was a lump sum of$101,475, with an alternate 1 bid for$22,450.Metzger read the bid by Hill Electric Inc.for a lump sum of$118,740 with an alternate 1 bid for$35,283. Chairperson Goodwin said the bids would be given to Stiens who explained that the Build Indiana money which would be paying for this work is the lottery money the City receives from the State and it had not arrived as yet,but should within the next two weeks,according to the City Controller Shelley Miller. CONTRACT A. City Engineer Bob Wiwi brought before the Board a contract with Cole&Associates which involves a study of South West First Street from where the construction is being done on U.S. 40 to South G Street.He said Cole and Associates have already been engaged to do the overall study near the bridge and the idea here is to connect that study with the Whitewater Gorge Project.He said Board members should be aware that the Cardinal Greenway and the Gorge Project are moving along toward construction and it is hoped that the State will have the bidding for those yet this year.However,he said,this project incorporates work on South West 1st Street which would also have the Gorge trail involved in it He said specifically they would evaluate the proposed site,alternate routes and the trail alignment and the trail head at South 5th Street.He added that the cost of the study is a not-to- exceed$3,600 and he recommended that the Board approve the request.Metzger moved to approve the agreement,second by Henry and the motion was carried on a unanimous voice vote. B. Assistant City Attorney Steve Rabe explained that this concerns an agreement between the City and Wayne Township to provide fire protection services.He said this is something that has been done for several years,adding that as compensation for those services Wayne Township will pay the City during 2000 a total of$394,149.29 in four quarterly installments. Henry moved to approve,second by Chairperson Goodwin and the motion was carried on a vote of Henry and Chairperson Goodwin with Metzger abstaining.
