HomeMy Public PortalAbout07-15-1999 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,JULY 15,1999 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,July 15, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and City Attorney Bob Bever present.The following business was conducted: CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry,who reported that they totaled$999,637.55 moved for approval,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. APPROVAL OF MINUTES Henry moved to approve the minutes of the July 8, 1999 meeting,second by Chairperson Goodwin and the motion was carried on a majority vote,with Metzger not voting because he did not attend that meeting.. REQUESTS A. Lt.Kris Wolski of the Traffic Safety Division brought before the Board a request by Louis Dow to close Elm Place from North 10th Street to the overpass and also the alley which runs north and south from Elm Place down to North E Street August 28 and 29.Lt.Wolski said the time would be from 6 a.m. on the 28th and concluding at 10 p.m. on the 29th,adding that this is to be a celebration of"Railroad Days."After reviewing the request,Lt.Wolski said he would recommend approval. Chairperson Goodwin added that in his letter,Dow said this is a free community event although there will be a nominal charge for some of the things.He said the event includes railroad exhibits,concerts,art show,car show,food and other entertainment.Henry questioned as to whether or not a noise variance would be needed if the request is approved. Metzger moved to approve the request for the street closing and approve the noise variance if required,second by Henry and the motion was carried on a unanimous voice vote. B. Lt.Wolski read a request made by First Presbyterian Church for two"Sunday Only"reserved handicapped parking spaces directly in front of the main doors of the church in the 100 block of North 10th Street.He said the area had been reviewed and it was his recommendation to approve.Henry so moved,second by Metzger and the motion was carried on a majority vote with Chairperson Goodwin explaining that he did not vote on the motion since he is a member of that church and it didn't seem appropriate. C. The route for the Parks Department annual 5K Home Run Trot at 6:15 p.m. August 14 was explained to the Board by Lt.Wolski who said it was the same route used for at least the past two years.He said it begins in the street at South West 13th by the Cordell Pool,heading north on 13th past the ball diamond,then on Peacock Road to North West 18th,turning south onto Main going east and back to 13th ending with McBride Stadium.He said officers would be stationed to temporarily block the intersections being used,adding that the race would not take any more than 35 to 45 minutes. Chairperson Goodwin,referring to the map which Lt. Wolski did not have in front of him,added that the route also included Grove Road to the north and through Richmond State Hospital grounds and back to South A.Metzger moved to approve,second by Henry and the motion was carried on a unanimous voice vote. Lt.Wolski brought before the Board a request by the Parks Department concerning the annual Family Fun Fest to be held at South 10th Street Park Saturday,September 11th from 10 a.m. until 4 p.m.He said the request is to close the southbound and northbound streets around the 10th Street Park area as well as B Streets entering about the mid-point of the Park.He added that they also suggested that a"Road Closed Ahead"sign be placed at North 11th and B Streets to keep people from turning into the area.He said after reviewing the request he recommended it be approved.Henry so moved,second by Metzger and the motion was carried on a unanimous voice vote. E. Fire Chief Mike Allen told the Board that the Fire Department had been asked to participate in the Fairview Neighborhood block party from noon to 5 on July 17.He said this is an opportunity for those Firefighters stationed at Engine 6 station to get to know the people in that neighborhood as well as for the people to get to know the Firefighters who protect their area.He asked for the Board's approval to join in the fun and to provide a sprinkle party later in the afternoon.The location for the event,he said,is the Lions Park on Ridge Street.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. F. Chief Allen said the Fire Department is also requesting approval to participate in the second annual"Safety Day"program from 10 a.m. to 2 p.m.July 17,which is sponsored by WKBV, Absolute In-Home Care and Walmart.He said activities include representation and participation by the Richmond Dive Team which is a partnership team between the Police and Fire Departments of Richmond,a simulated vehicle extraction which would include the Fire Department's Rescue Unit as well as a S.W.A.T.demonstration by the Richmond Police Department.He said it is anticipated that Lifeline will be coming in and actually taking an injured victim from the location of the event,which is a portion of the Walmart parking lot,to Reid Hospital.His request of the Board was to allow the use of the in-service vehicles. Metzger moved to approve,second by Henry and the motion was carried on a unanimous voice vote. BID OPENINGS A. Two bids were opened for the contractual concrete phase II work with Henry reading the bid by Bowlin Construction of Losantville. She said the amount for Project No. 1 was for $114,855 and for Project No.2 it was for$9,430. Metzger read the bid by Oberle& Asociates Inc. for$136,807 for Project No. 1 and$11,650 for Project No.2.Chairperson Goodwin said the bids would be taken under advisement and awarded at a later date. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
