THE CITY OF RICHMOND,INDIANA,JULY 8,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,July 8,
1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin
Henry and Assistant City Attorney Steve Rabe present.Bruce Metzger was absent.The following business
was conducted:
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry,who reported that they
totaled$800.00 moved for approval,second by Chairperson Goodwin and the motion was carried on a
unanimous voice vote.
APPROVAL OF MINUTES
Henry moved to approve the minutes of the June 24 and July 1, 1999 meeting,second by Chairperson
Goodwin and the motion was carried on a unanimous voice vote.
REQUESTS
A. Chairperson Goodwin read a letter requesting a noise variance for a 50's Party at a fellowship
gathering of members of First English Lutheran Church at 1701 Reeveston Road from 6 to 10
p.m.July 10.He said the Traffic Safety Division had reviewed the request and had no
problem recommending approval.Henry so moved,second by Chairperson Goodwin and the
motion was carried on a unanimous voice vote.
B. Chairperson Goodwin announced the date for the official Beggar's Night would be from 5:30
to 7:30 p.m.Saturday,October 30,which is the day before Halloween.He said several people
including the Police Department and Parks Department had been discussing the best date and
this is their recommendation.Henry moved to approve,second by Chairperson Goodwin and
the motion was carried on a unanimous voice vote.
C. Henry brought before the Board a request to use the west side of the City parking lot Friday
all day for a helicopter landing there at 11:15 a.m.from WTHR Channel 13 TV of
Indianapolis.She said a luncheon would follow at 11:45 a.m.then the crew would travel to
the Wayne County 4-H Fairgrounds for its evening broadcast of the news and a town meeting.
She said the County employees who park in that area regularly had been notified to park
elsewhere.Chairperson Goodwin moved to approve the use of the parking lot,second by
Henry and the motion was carried on a unanimous voice vote.
D. Chairperson Goodwin said a request had been received from Captain John Farmer of the
Traffic Safety Division to return the three spaces immediately adjacent to the former license
branch on North 6th Street to two-hour parking.He said the spaces have been restricted in the
past for those taking driver's tests.Chairperson Goodwin moved to approve,second by Henry
and the motion was carried on a unanimous voice vote.
AWARD BIDS
A. City Engineer Bob Wiwi said this Board opened bids July 1 for the concrete work at Fire
Station No. 1 the low bidder was Smarrelli General Contractors for$22,170.He
recommended the contract be awarded to Smarrelli.Henry so moved,second by Chairperson
Goodwin and the motion was carried on a unanimous voice vote.

B. Wiwi also recommended Reynolds Service Tech be awarded the bid to take care of the storm
sewer work in the alley east of North 20th and J Streets which,he said,is caused by a
combination of surface water which is causing the alley to erode.He said Reynolds submitted
the low bid of$14,929.Henry moved to approve,second Chairperson Goodwin and the
motion was carried on a unanimous voice vote.
AGREEMENT
A. Wiwi brought before the Board the agreement for CTG Associates of Mishawaka to revise
plans for a new concession building at McBride Stadium.He explained that the plans were
originally prepared approximately two years ago but funds were not available at that time to
complete the work.However,he said,funds are available now and the plans need to be
upgraded and revised.He said this company has agreed to do the work for$3,650 and also to
provide a construction review for$1,600.
Assistant City Attorney Steve Rabe said he had changed one small thing in the agreement, •
which was adding the response from CTG because that clause had been left out inadvertently.
Other than that one small addition,he said,it is the standard agreement that the City requests
contractors to sign for all City work. Chairperson Goodwin stated that CTG would be
providing an architectural review and inspection.Henry moved to approve the revised
agreement,second by Chairperson Goodwin and the motion was carried on a unanimous
voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
