THE CITY OF RICHMOND,INDIANA,MAY 20, 1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,May 20,
1999,in the Community Room in the Municipal Building.Chairperson Bob Goodwin presided with Robin
Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was
conducted:
APPROVAL OF MINUTES
Metzger moved to approve the minutes for the meeting of May 13, 1999,second by Henry and the motion
was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who reported that they
totaled$480,952.80 and moved for approval,second by Metzger and the motion was carried on a
unanimous voice vote.
REQUESTS
A. Rhonda Barone,executive director of Junior Achievement,said the non-profit agency
contracted with Kissel Rides and Shows for a carnival after receiving permission from John
Miller to use the lot where Miller's Cafeteria and Banquet Center once operated.She said
they had also checked with City and County government and since it was on private property
they weren't directed to seek any further permit.They did,however,get a meter from the
water company and an entertainment permit from the State Fire Marshall. Since that time,she
said,she has found that they should have requested a noise variance for this activity and that
is the purpose for her presence here this evening. She requested a noise variance for May 19
through May 22, 1999 for the hours from 6 to 11 each weeknight and if possible 1 p.m.to
midnight on Saturday.
Captain John Farmer said curfew varies and is 11 p.m.for those under 18 through the week
and it is a split situation on Fridays and Saturdays.He the curfew is 11 p.m.for those 14 and
under and 1 a.m.for those 15 through 17.He added that this is something his department is
used to dealing with.He requested that the Board approve the variance,because the agency,
in all good faith,was trying to comply with the rules and the fact that the noise variance was
omitted was an oversight.He said during last night's operation they voluntarily limited the
areas to shut down,adding that one of the concerns about the event being located there was
parking.
Metzger asked Captain Farmer if he had received any complaints and he answered that he had
not,but four or five complaints had been received by the Mayor as the carnival was being set
up.Henry said that there were some comments made at the Neighborhood Clearinghouse
Association Board meeting.She said this is private property and government does not have a
say on where it goes but would be happy to help whenever possible and with any future
events the agency might have.
Barone said she had checked with the Mayor's office and found there had been four calls
made there and she said she had two,adding that noise was not so much of a consideration as
the added traffic.She said the carnival was already arranged before eliminating the two-way
traffic on South West ls`Street,which dumped a lot of traffic onto South West 2nd Street.

Captain Farmer said the agency had agreed to open the rides at 6 p.m.,which would eliminate
almost all of the rush hour traffic.In answer to a question by Metzger about when the rides
would be torn down,Barone said that would be Sunday morning,adding that the carnival
owners have asked their people to be quiet because they don't want to cause any trouble.
Metzger moved to approve the noise variance,second by Henry and the motion was carried
on a unanimous voice vote.
B. Captain Farmer brought before the Board requests for two reserved handicapped parking
spaces from Laurie Stewart at 212 South 11th Street and Marsha Carlin at 1208 Ridge Street.
He said both sites had been inspected and found to be in compliance with the guidelines.He
recommended approval of the request.Henry so moved,second by Metzger and the motion
was carried on a unanimous voice vote.
C. Captain Farmer stated that the Rose Festival had approached him about the route for the
Moonlight Parade again this year,stating that the original route was on the west side of
Richmond on National Road West.However,he said,with all the construction for the new
bridge going on,it was just not feasible.He said he worked with the representatives of the
parade and came up with an acceptable route.
The Captain said the theme this year is"Heritage Parade,"and is schedule for June 12, 1999.
The route,he continued,will start at 18t and East Main and run west on Main to 6th Street.He
said from a traffic standpoint this is probably the best option because should traffic on
westbound 1-70 be shut down and have to be re-routed through town,the original detour area
is on East Main to 16th,north on 16th to North A Street and west to North 9th Street.
He added that on the east side there is an option,with traffic being routed north on 20t Street
to North J Street and onto U.S.27.The other benefit of the route chosen,he said,is that as
soon as the parade clears the first two blocks past 16th Street,it can immediately be opened up
and go right back to the original detour route.The staging of the floats,he said,will be in the
parking lots of St.Paul's Lutheran Church and the Masonic Temple on South 18th Street.
After giving it quite a bit of thought,Fire Chief Mike Allen said the Fire decided to use the
theme"Progress,"in their parade entry.He said they have entered the new 1999 pumper truck
as well as the 1969 standby pumper to show the difference in the two,and the 1925 pumper
truck which belongs to the Wayne County Historical Museum.He said they have also entered
the water rescue van and trailer and asked the Board approve the request to enter all those
vehicles.Henry so moved,second by Metzger and the motion was carried on a unanimous
voice vote.
D. Captain Farmer said he had received a request for a curb cut at Lutherania Cemetery at 2300
Liberty Avenue and it gone through all the City departments and been approved.He added
that the line of sight for this curb cut is actually an improvement over the existing one,saying
that this entrance will probably be a safer entrance.Metzger moved to approve,second by
Henry and the motion was carried on a unanimous voice vote.
CHANGE ORDERS
A. City Engineer Bob Wiwi explained all three change orders beginning with No. 6 for Industries
Road for$76,100.26.He explained that during the construction of this project,it was found
that unstable soils existed in some of the deeper cuts.He said they became aware of those this
winter when the snowfall and melting occurred.

In a meeting with the Indiana Department of Transportation,Wiwi said it was determined that
there was a need to make some constructional improvements.He said they are talking about a
drain along the slope to collect the water and come down and collect in a ripwrap ditch,
adding that the drain would stabilize the slope so it wouldn't slide down.He said the change
order outlines some minor clearing of the installation of those drains,excavation and re-
seeding of the area.
Wiwi said the total change order is for$76,100.26,adding that this project is paid the same as
the original,with the City paying 20 percent and INDOT paying 80 percent.He added that he
had checked with the City Controller and the money is available to pay the City's portion.He
said the road is 15 to 20 feet below the existing ground and as a result the soils were exposed,
creating the problem and this would stabilize the soil so it wouldn't slide down.Wiwi said
one the project is accepted by the City,any future expenses on maintenance would be totally
100 percent the City's cost.He added that the state;knowing that,would participate in this
project.Henry moved to approve,second by Metzger and the motion was carried on a
unanimous voice vote.
Change Order No.2,Wiwi said,deals with a change in the siding of the press box itself.He
explained that it was determined that after the project was let that the vinyl siding was not a
good material to reflect the foul balls.He said they chose a sturdier siding,which would be
more resistant to the impact of the baseballs.He said this change order deletes the vinyl siding
originally proposed at$1,007 and adds the other material$1,637 and painting and sealing coat
$390.He said the funds are available for this change order and asked the Board to approve it.
Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote.
Change Order No. 1,Wiwi said,deals with a change on the McBride Stadium ticket booth.
He explained that the existing electric line they had anticipated using was broken and encased
in concrete,adding that it cost an additional$407 to repair an electric line to the ticket booth
building.He said he was also asking for approval to coat the outside of the concrete block on
the building with a water repellant material and that is for$640 which was not included in the
original contract.He said there are also funds available for this project.Henry moved to
approve,second by Metzger and the motion was carried on a unanimous voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
