THE CITY OF RICHMOND,INDIANA,MAY 6,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,May 6,
1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin
Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was
conducted:
APPROVAL OF MINUTES
Henry moved to approve the minutes for the meetings of April 15 and April 29, 1999,second by Metzger
and the motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who reported that they
totaled$385,790.90 and moved for approval,second by Metzger and the motion was carried on a
unanimous voice vote.
BID OPENINGS
A. Chairperson Goodwin announced that the bid opening for the wingwalls for the two bridges at
Glen Miller Park would be moved up on the agenda.He opened the one bid received and it
was from Smarrelli General Contractors for$4,182 for Bridge No. 1 and$4,365 for Bridge
No.2(that one closest to the springs),with work beginning June 15, 1999.Chairperson
Goodwin gave the bid to Stanton Lambert,parks superintendent,to review and perhaps make
a recommendation before the end of this meeting.
B. Bids for the fencing at the police firearms range were opened with Chairperson Goodwin
reading the first one which was from Larry Lahrman for$15,100.Henry read the bid from
Custom Chainlink for$18,210;Metzger read the bid from Oler's Fencing for$15,600;and
Chairperson Goodwin read the bid from Everlasting Woods for$15,971.He said these would
be taken under advisement and be awarded at a later date.
AGREEMENTS
A. Change Order No. 1 for fencing at McBride Stadium was brought before the Board by
Assistant City Engineer Greg Stiens who stated that the main entrance gate needs to be moved
10 foot to the south to allow the people to get to the new ticket windows. He said the cost
would be$360 to move the fence and install an additional 10 feet.Metzger moved to approve,
second by Henry and the motion was carried on a unanimous voice vote.
B. Stiens also brought Change Order No. 1 to the Board for the press box addition at McBride
Stadium.He explained there were three items to be included in the current contract which
were to replace the existing press box window with Plexiglas,insulate and install 7/16 OSV
boards to the ceiling joists,and re-roof the existing press box.He said the total cost of these
three items would amount to$1,312 for a new contract amount of$12,984.Henry moved to
approve,second by Metzger and the motion was carried on a unanimous voice vote.

BID AWARD
A. Stan Lambert returned to the Board,explaining that the project for which this bid was
received was to construct wingwalls on each side of the two new bridges in Glen Miller Park.
He further explained that the reason for this is to reinforce the road so it won't wash out.He
said the time frame on the bid received from Smarrelli is a little bit late,however,he
recommended it be awarded to Smarrelli.Metzger moved to approve the recommendation,
second by Henry and the motion was carried on a unanimous voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
