Dear Mr. Caprio:
This is to confirm that at a Public Hearing held by the Architectural
Review and Planning Board on February 24, 2000, the application
submitted by Shane Ames as Agent for you, a contract purchaser of
the property located at 965 Orchid Lane in Gulf Stream, to permit
one -story additions totalling 450 square feet was considered. The
renovations include; 1) A master bath addition to be placed on the
southwest side of the existing home. 2) A new porch across the front
of the home. 3) New bay windows on the rear and north elevations.
4) A Bermuda -style cap on top of existing chimney. 5) Covering existing
brick with stucco and adding quoins at the corners.
The application was approved as requested with the following conditions:
1) The Construction Traffic Management Plan submitted with the applicatic
shall be followed during construction. 2) The impervious cover in the fro
yard shall be reduced to comply with the 40% cap provision in the Town's
Design Manual. 3) Approval from the Place Au Soleil Homeowners' Associati
shall be secured prior to application for a building permit.
This approval shall expire on February 24, 2001 if a Building Permit
Application, including the aforementioned improvements, has not been
applied for.

Staff Recommendation:
B. A motion to approve a Level H Architectural /Site Plan Review, based on a finding that the
proposed plans are consistent with applicable review standards, subject to the following conditions:
1. The Construction Traffic Management Plan submitted with this application shall be
followed during construction.
2. The impervious cover in the front yard shall be reduced to comply with the 40% cap
provision in the Town's Design Manual.
3. Approval from the Place An Soleil Homeowners' Association shall be secured prior to
application for a building permit.
4. It is recommended that the owner consider redesigning the roof on the front portion of the
addition to a hip style roof.
Basis for Recommendation:
Existing is a simple home with a light colored brick front, and no defined entry. The improvements
are designed to achieve a Bermuda style through the addition of stucco and quoins, along with a
Bermuda -style chimney cap. The principal building color had not been selected at the time of
application.
The rear of the existing home has a flat roofed porch area. An existing protruding rectangular
window is to be converted to a bay window under this covered roof area.
Items for ARPB Discussion:
Roof Design /Flemish Gable End
Due to the 15 foot required side setback, the architect has designed the front addition with a stepped
back footprint. The roof on the front portion of this room is shown as a gable with a Flemish gable
at the gable end. While the Flemish gable is widely used in Bermuda -style Architecture, it is more
commonly used on the sides of the home (gable ends) or as a prominent entry feature. The Planning
Board may have input on this aspect of the design.
The Place Au Soleil Homeowners Association is scheduled to discuss this application at its February
8" meeting.
Code Requirements that must be met prior to issuance of a Building Permit:
1. Health Department approval of the septic system will be required prior to issuance of a building
permit.

Construction Traffic Management Plan
Pursuant to Town Commission Policy, proposed plans for the orderly management of
construction related traffic and parking shall be submitted concurrent with an application
for Architectural /Site Plan Review or building permit. The plan must address the following:

Construction - Damage Prevention Policy
The following policy is established to assist in protecting residential lawns from
damage caused by construction vehicles.
As an exception to the Town's Right -of -Way Policy, Town residents who own
property in the vicinity of an active construction site will be permitted to
Install white (or painted dark green) capped PVC pipes, 36° above grade
along the front of their property, 2' from road's edge. These pipes should
be approximately 9' apart. The maximum pipe size shall be 2^ in diameter.
The pipes shall be removed Immediately following the issuance of
Certificate of Occupancy for the construction site.
As part of the site plan review process the project architect shall submit a
"construction traffic management plan" to be followed by the contractor.
This would be required as part of the application submittal and will be
made a condition of approval. The plan shall Include designated parking
locations for construction vehicles and shall Include consideration of
Protective stakes along adjacent properties, to be installed by the
contractors prior to initiation of work. Other measures to reduce impact
on local roads and residents property shall be included.

NOTICE IS HEREBY GIVEN that the Architectural Review and Planni g Board
of the Town of Gulf Stream will hold a Public Hearing on Thursday, February
24, 2000 at 8:30 A.M. in the Commission Chambers of the Town Hall, 100 Sea
Road, Gulf Stream, Florida, at which the following will be considered:
An application submitted by Shane Ames, as agent for William
Gilmore, owner and contract seller of the property located at 965 Orchid
Lane, Gulf Stream, Florida, which is legally described as Lot 85, Place
Au Soleil Subdivision requesting a LEVEL 2 ARCHITECTURAL /SITE PLAN REVIEW
to permit the addition of a bathroom and front porch to an existing single
story home. Extensive renovations are also purposed to convert the home to
a Bermuda style through the use of stucco, the addition of a flemish arch
and corner quoins.
The Architectural Review and Planning Board shall make a final decision
regarding the subject application at the meeting noticed above. This meeting
may be adjourned from time to time and place to place as may be necessary to
hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non - holiday
weekdays from 9:00 A.M. to 4:00 P.M.
ALL PARTIES INTERESTED IN THIS MATTER may appear before the
Architectural Review and Planning Board of the Town of Gulf Stream at the
times and place aforesaid and be heard.
SHOULD ANY INTERESTED PARTY SEEK TO APPEAL ANY DECISION MADE BY THE
ARCHITECTURAL REVIEW AND PLANNING BOARD WITH RESPECT TO ANY MATTER
CONSIDERED AT THIS PUBLIC HEARING SAID PARTY WILL NEED A RECORD OF THE
PROCEEDINGS, AND FOR SUCH PURPOSE, MAY NEED TO INSURE THAT A VERBATIM RECORD
OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE
