HomeMy Public PortalAbout04-08-1999 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,APRIL 8,1999 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,April 8, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Henry moved to approve the minutes for the meeting of April 1, 1999,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who reported that they totaled$884,112.26 and moved for approval,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. REQUESTS A. Deputy Controller Ann Cottongim asked the Board to approve a contract with Kottyan Realty for the annual City Auction at 10 a.m.Saturday,May 1, 1999 at the Roseview Transit and Richmond Police Department garages at 401 South Q Street.Henry moved to approve,second by Chairperson Goodwin and the motion was carried'on a unanimous voice vote. B. In asking the Board's approval for the route of the Evening Optimist Club's parade Saturday, May 15, 1999,Captain John Farmer of the Traffic Safety Division said this request is consistent with that of prior years.He said the assistance asked for would be provided by the Police Department and recommended approval.Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote. C. Captain Fanner also brought before the Board a request by the Petal&Stem Garden Club for its annual plant sale from 8 a.m.to 3 p.m.May 7 at the 10th and Main Street Plaza,explaining that they would be using the northeast corner of the parking lot,leaving the remaining part of the lot open to the public.He recommended approval.Henry so moved,second by Metzger and the motion was carried on a unanimous voice vote. BID OPENING A. Chairperson Goodwin announced that bid opening for the press box addition at McBride Stadium would be moved up on the agenda so it could be reviewed and possibly awarded before the end of the meeting.Henry read the bid from Kutter Construction of New Paris, Ohio,for a lump sum bid for$5,421,alternate No. 1 $6,216.Metzger read the bid from Solutions for a lump sum bid for$9,140,the alternate No. 1 is$5,600.Chairperson Goodwin read the bid from J.S.Sweet Co.for$13,125,the alternate No. 1,$5,525.He said all three of the bids would be passed on to Assistant City Engineer Greg Stiens for review. BID AWARD A. Assistant Fire Chief Jerry Purcell requested the Board approve the carpet bid for Fire Station No. 6 to Richmond Carpet Outlet with its bid of$2,539.03 as the most responsive bidder. Henry so moved,second by Metzger and the motion was carried on a unanimous voice vote. Board of Works Minutes Cont'd April 8, 1999 Page 2 AGREEMENT A. Chief Purcell also requested the Board approve an agreement between the City and the Institute of Public Safety Personnel for tutorial sessions,the written exam and structured oral interview involved with the Richmond Fire Department's hiring process.Chairperson Goodwin said this agreement was approved by this Board recently but this is the actual signing of the contract.Metzger moved to approve,second by Henry and the motion was carried on a unanimous voice vote. B. Wiwi also brought Change Order No.4 for removal of underground storage tanks before the Board,explaining it was for$900 for work to be done at Fire Station No.4 and also at Site No.5 at the Sanitary District.He said the work will include underground sampling of water and monitoring wells,adding that this is a follow up to the removal of the tanks that occurred and the City is required to do this.He explained that the City and the Sanitary District will share the cost equally.Henry moved to approve,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. BID AWARD A. Stiens returned to the meeting announcing that he had reviewed the bids and recommend the Board accept the bid made by Kutter Construction both for the lump sum base bid of$5,421 and the alternate No. 1 which is to furnish and install rolling shutters to the press box addition making the total contract amount$11,637.He said Kutter Construction may also be asked to supply locks for the existing sliding windows there for$35 for all the locks.He said this company has built several of the firehouses in the past and is currently building the ticket booth at McBride Stadium and are doing that job in a timely manner.Henry moved to award the bid to Kutter Construction,second by Metzger and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and_passed,and carried on a unanimous voice vote,the meeting was adjourned.
