HomeMy Public PortalAbout02-18-1999 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,FEBRUARY 18,1999 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February 18, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Metzger moved to approve the minutes of the February 11, 1999 meeting,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who reported that they totaled$38,975.99 and moved for approval,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Explaining that Captain Melody Truitt was in Indianapolis in training,Chairperson Goodwin read a letter from her stating that an inquiry had been received from a resident of the 1300 block of South J Street regarding the"No Parking"signs posted on the north side of the 1300 and 1400 blocks of South J. She said a study conducted at the location for road width and topography as it compared to other City streets revealed that South J Street in the 1300 and 1400 blocks is 30 feet wide, leaving 23 feet of road with one side occupied by parked cars and 16 feet of space with both sides occupied.She said in contacting the residents,the majority opinion was that the signs should remain due primarily to the road width.She said her recommendation is that the"No Parking"signs should remain and become part of the record so that enforcement action can be taken if necessary.Metzger moved to approve and adopt the recommendation,second by Henry and the motion was carried on a unanimous voice vote. B. Chairperson Goodwin brought before the Board a request for a curb cut by the Swifty Oil Co. at the intersection of Toschlog Road and National Road West.He said the Public Works and Engineering Department approved the request with the condition attached that the contractor must install recessed gutter with No.5 rebarb.Metzger moved to approve with the condition attached,second by Henry and the motion was carried on a unanimous voice vote. AGREEMENTS A. City Engineer Bob Wiwi presented the proposed agreement between the City and R.C. Engineers Inc.of Indianapolis which would prepare the design and incorporate the construction review of Phase II and Phase III of the Parking Garage work. He explained that work would consist of the rehabilitation of the stairwells and the work involving the new elevators as well as improving the lighting.He said the proposed cost is $12,800.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. f t' Board of Works Minutes Cont'd February 18, 1999 Page 2 B. Wiwi said he was pleased to bring this next agreement to the Board for review,stating that a proposal had been received from Quant Engineering of Indianapolis to prepare a traffic signal modification design.He said the signal is at the entrance of IU East on Chester Boulevard, adding that this is the most accident-prone intersection in the City.He said his office has been working with IU East,Ivy Tech and the state to prepare a revision of that intersection in an effort to make it safer.He said this agreement does that and the proposed cost is$12,400. He said the plans that are prepared would go out for bid to revise that intersection.He stated that he had sent a copy of this proposal to the Indiana Department of Transportation Greenfield District and they have concurred with the agreement.In answer to a question by Metzger,Wiwi said the design work is a four-way share among the City,INDOT,IU East ad Ivy Tech,adding that the construction cost will be divided the same way.Metzger moved to approve,second by Henry and the motion was carried on a unanimous voice vote. CONTRACTS A. Assistant City Attorney Steve Rabe explained that these four contracts for demolition of buildings throughout the City have been previously approved and awarded by this Board and these are the formal written contracts.He said three of the buildings were pursuant to unsafe building orders and the fourth building needs to be torn down for the construction of Industries Road. The four contracts awarded were to Potter Construction for demolition of a portion of the structure at 604 South E Street for$4,000;another with Potter for 2125 Chester Boulevard for $3,000;a contract with Mike DeLucio&Son for demolition of the structure at 816-818 North 14th Street for$5,150 and demolition of the structure at 211 North 8th Street for$4,800.Henry moved to approve the contract,second by Metzger and the motion was carried on a unanimous voice vote. BID OPENINGS A.The bids opened were from A.R.M.S. of Anna,Ohio;Pierce of Indianapolis through its distributor,Midwest Fire&Safety Equipment Co.;and Quality Manufacturing Co. of Alabama with a base amount of$206,354.Chairperson Goodwin said the bids would be taken under advisement. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
