HomeMy Public PortalAbout02-11-1999 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,FEBRUARY 11,1999 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February 4, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was conducted: APPROVAL OF MINUTES Metzger moved to approve the minutes of the February 4, 1999 meeting,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who reported that they totaled$913,797.49 and moved for approval,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Captain Melody Truitt reported that the Department of Traffic Safety had reviewed the request of Jill Kasprzak of the Richmond Parks and Recreation Department to approve the five-mile route of the March for Parks Saturday,March 27. She said the plan is to use the sidewalks as normal pedestrian walkers which will not require any Traffic Division assistance as far as crossing the streets.She said this type of event is traditionally not created any kind of traffic problem and she would recommend approval. Chairperson Goodwin said the other part of the request is for the use of the City Building grounds for people to gather and to put up a tent for the participants to sign in on the day of the march with registration to start at 9:30 a.m. and the walk to begin at 10 a.m.The walk, which is expected to draw approximately 50 to 100 participants,has become America's largest Earth Day event,according to a letter received from Kasprzak.It will begin and end at the City Building.Metzger moved to approve both the route and the use of the City Building lot,second by Henry and the motion was carried on a unanimous voice vote. B. A request for a reserved handicapped parking space made by Raymon Miller at 225 North West 6th Street was brought before the Board by Captain Truitt who recommended approval. She said this was again an unusual situation in that there is a usable,functional garage on the site.However,she said,the applicant has the type of condition which is respiratory-related that does not permit him to do the actual steps to the garage which is 18 steps from the back of the house.She said this is one of those cases where this house might not qualify for another handicapped condition but does for this particular one.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. C. Police Chief Bill Shake brought before the Board a request by Officer Jon Carrico for military leave from February 1 to September 30, 1999.He said he has returned from a 10-month tour of duty in Bosnia and has received orders to train with the National Guard stationed in Shelbyville.He recommended approval.Henry so moved,second by Metzger and the motion was carried on a unanimous voice vote.
