THE CITY OF RICHMOND,INDIANA,FEBRUARY 4,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February
4, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe present.The following business was
conducted:
APPROVAL OF MINUTES
Metzger moved to approve the minutes of the January 28, 1999 meeting,second by Henry and the motion
was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who reported that they
totaled$1,281,034.06 and moved for approval,second by Metzger and the motion was carried on a
unanimous voice vote.
REOUESTS
A. Captain Melody Truitt reported that the Department of Traffic Safety had reviewed the
request of William Doering,principal of Charles Elementary School,to make changes in the
yellow curbing and a crosswalk.She said the request comes as a result of completed
construction on the west side of the school.
She said the request includes the moving of the crosswalk on the west side of the school so as
to align with the new sidewalk just constructed. Also,the elimination of the yellow curbing on
the east side of Southeast Parkway from Reeveston Road to the north end of the school to
allow for additional parking.She said the only yellow curbing to remain will be 10 feet from
each end of the circle drive exits to allow for visibility past parked cars when exiting the
drives.She said the school's maintenance department would be asked to do the necessary curb
painting and the school requests the Street Department paint the new crosswalk and black out
the old.
Henry moved to approve,second by Metzger and the motion was carried on a unanimous
voice vote.
B. Captain Truitt also brought before the Board a request made by Betty Kenney for a reserved
handicapped parking space at 405 South 13th Street.She said this request is somewhat unique
in that there is a usable garage at that location.However,she said her disabled condition does
not allow her to have any leg bend whatsoever and because of the narrowness of the garage
she cannot get in and out of the car inside the garage.Her husband has to move the vehicle
from the garage to the front of the house to allow her to access to the vehicle.Because of this
situation being unique,Captain Truitt requested that Kenney submit to her a letter from her
physician,which she did.Based on that,Captain Truitt recommended approval.Metzger
moved to approve,second by Henry and the motion was carried on a unanimous voice vote.
Another request for a reserved handicapped parking space for George Anderson at 1227
Sheridan Street was brought before the Board by Captain Truitt who recommended approval.
Henry moved to approve,second by Metzger and the motion was carried on a unanimous
voice vote.

C. Fire Chief Mike Allen informed the Board that Claudia Vornauf,Voter Registration Deputy,
had contacted him in regard to using Fire Station No.4 at 801 South L Street as a polling site
on Tuesday,May 4, 1999 and Tuesday,November 2, 1999.He said this has been a normal
procedure for the past several years to help out with the voting process and he recommended
approval.Metzger so moved,second by Henry and the motion was carried on a unanimous
voice vote.
D. Chairperson Goodwin presented from the City Controller a full computer printout of all the
encumbrances from 1998,explaining that these are carryover expenditures where money was
held in place for 1998 budget and the bills would not be paid until 1999.He said it does not -
require Board approval but only that the Board has knowledge of it.He said the Controller has
met the requirements of the State Board of Accounts simply by presenting this to the Board.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
