BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND,INDIANA,JANUARY 14,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,January
14, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Robin Henry and Assistant City Attorney Steve Rabe present.Absent was Bruce Metzger.The following
business was conducted:
APPROVAL OF MINUTES
There were no minutes to approve.
CLAIMS FOR PAYMENT
Claims for payment were not available from the City Controller's office.
REQUESTS
A. Director of Human Resources,Jan Hibner,brought before the Board in the form of
Amendment No.2,two revisions to the health plan document under which the City is
currently operating. She explained that the first one pertains to the wellness benefit,which is
currently$250 for each person in each calendar year,and is paid at 100 percent.She said this
will remain,however,the change is that the next$500 will be paid by Benefit Systems at 80
percent with the employee paying 20 percent.She said this will assist with those physicals
which are wellness benefits that exceed the$250 limit.Currently,she said,if you exceed the
limit they become ineligible expenses.
The second change,she explained,is under the dental benefits.She said currently the only
thing that is covered is the replacement of teeth within a two-year period if they were
damaged as a result of an injury.Now,she said,they will pay for surgical removal of
impacted teeth.She said those two changes are retroactive to January 1, 1999.
B. Chairperson Goodwin read a letter from Captain Melody Truitt of the Traffic Safety Division
recommending approval of reserved handicapped spaces for Therapeutic Alternatives at 139
South 5th Street and James Koorsen at 429 South 6th Street.She explained that there had been
a handicapped sign at 429 South 6th Street,but the person is deceased and Koorsen is
requesting that he be permitted to use the sign,stating that there is an unusable garage on the
premises.Henry moved to approve both requests,second by Chairperson Goodwin and the
motion was carried on a unanimous voice vote.
BID OPENING
A. Chairperson Goodwin said three bids had been received for the removal of four unsafe
buildings.He read the bid by Potter Construction,noting that it was an itemized bill with a
total of$19,630.Henry read the bid by Cox Excavating of Richmond which was$5,900 for
the property on North 14th Street,$6,000 for the one on North 8th Street,$4,900 for the
property on South E Street,and$4,900 for the one on Chester Boulevard.She also read the
bid by Mike Delucio&Son for$5,150 for North 14th Street,$4,800 for North 8th Street,no
bid for South E Street,and$3,450 for Chester Boulevard.Chairperson Goodwin said the bids
would be taken under advisement to be awarded at a later date.

ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
