BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND,INDIANA,JANUARY 7,1999
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,January
7, 1999,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Bruce Metzger,Robin Henry and Assistant City Attorney Steve Rabe in attendance.The following
business was conducted:
APPROVAL OF MINUTES
A motion to approve the minutes of the December 30, 1998 meeting was made by Metzger,second by
Chairperson Goodwin and was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
No claims for payment were submitted by the City Controller's office.
REQUESTS
A. A request for a reserved handicapped parking space at 915 North 13th Street made by Sharon
Douglas was approved on a motion by Henry,second by Metzger and approved on a
unanimous voice vote.
B. Assistant City Attorney Steve Rabe explained that in a memo dated January 5,Bill Smith,
Street Division Manager,stated that in September 1998,the City received bids for road salt
with IMC Salt submitting the low bid of$32.46 per ton delivered.Morton Salt was the second
lowest bidder at$33.47,he said,adding that Hoosier Salt was the third lowest bidder at
$57.38 per ton.
He further explained,according to Rabe,that the bid was awarded for a delivery price of
$32.46 to IMC Salt.However,Smith said,he is requesting that the City change its road salt
vendor from IMC Salt to the second lowest bidder which was Morton Salt.
Explaining the reason behind his request,Smith said it is due to very slow delivery by IMC.
Rabe said the contract with IMC was a verbal contract with a 3-to 5-day delivery time and
the company has been unable to comply.He said Smith has been in touch with Morton and
they are willing to take over the contract.Henry moved to approve the change from IMC to
Morton due to slow delivery time,second by Metzger and the motion was carried on a
unanimous voice vote.
BID AWARD
A. Richmond Parks&Recreation Superintendent Stanton Lambert recommended the bid for re-
slating the carriage house at Charles House be awarded to Blackmore and Buckner for
$12,130.He said the company is noted for its work with historic landmarks and comes highly
recommended.Metzger moved to approve,second by Henry and the motion was carried on a
unanimous voice vote.

OLD BUSINESS
A. Metzger asked for a clarification of the way the overtime is determined in the continuation of
a hearing of a grievance filed by Captain John Farmer of the Richmond Police Department on
the awarding of overtime based on seniority,first heard at the December 17, 1998 meeting,
Captain Melody Truitt said it is at the grants administrator's discretion and could be four
straight hours which is the maximum limit for any one officer.She explained that if 10
officers signed up for 14 slots,the first 10 got a date then she would start back through the
list. She said the overtime has been awarded both ways—through a rotational method and
other times it was done by slots on specific days. She said this particular time in question
according to Captain Farmer's grievance,it was posted,saying it would be awarded off a
master list.
Captain Farmer explained that this is more than a seniority issue and is a question of efficient
use of time scheduling.Captain Truitt said young officers get few opportunities to work that
project. Chairperson Goodwin agreed,saying he would like the younger officers be given the
opportunity to work.
Metzger moved to uphold Farmer's grievance,with Rabe clarifying that it means that each
individual date becomes a separate event and it should be treated from a seniority point of
view.Chairperson Goodwin seconded the motion and it was carried on a two to one vote,
with Henry voting against,saying that she would like the negotiating team to take a good look
at this issue when negotiations start this year.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
