HomeMy Public PortalAbout11-25-1998 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,NOVEMBER 25,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Wednesday, November 25, 1998,in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Bruce Metzger and Assistant City Attorney Steve Rabe in attendance.Robin Henry was absent.The following business was conducted: APPROVAL OF MINUTES A motion to approve the minutes of the November 19, 1998 meeting was made by Metzger,second by Chairperson Goodwin and was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Metzger who reported they totaled$370,646.68 and moved for approval,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. REQUESTS A. Chairperson Goodwin read a letter from Pastor David L.Mohler of Faith Trinity and Boston United Methodist Church requesting the City's help again this year during the live nativity drive-through from 6 to 8:30 p.m.Saturday,December 12 and Sunday,December 13. Chairperson Goodwin said that in the past the Street Division has worked with the church providing cones and barricades to block off the street during this annual event and will do so again this year.Also,he said,the church will provide personnel to help direct traffic after dark.He added that he had checked with Captain Melody Truitt of the Traffic Safety Division and she had no objections.Metzger moved to approve,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. B. A request made by Geraldine Smith at 1109 North I Street for a reserved residential handicapped parking space was brought before the Board through a letter from Captain Truitt who recommended approval after reviewing the property.Metzger moved to approve,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. BID OPENING A. Chairperson Goodwin announced that two bids had been received for the 1999 fuel and gasoline contract for the City.He read the bid submitted by Warfield Oil Co.,reading each itemized amount for premium unleaded gasoline,premium road diesel,No. 1 fuel oil,No.2 fuel oil.Metzger read the bid submitted by Harvestland Co-op also noting the itemized amounts.Chairperson Goodwin said both bids would be taken under advisement,reviewed by Bill Smith of the Street Division and Purchasing Manager Vicki Stevens and brought back before this Board to be awarded at a later date. BIDS RECEIVED A. Chairperson Goodwin read a letter from City Engineer Bob Wiwi concerning the two bids received recently for the depot temporary repair and protection work.He said that because both bids were considerably higher than what the consulting engineer Michael Schuster& Associates had estimated he recommended that the City reject all bids and re-bid the project. Chairperson Goodwin said the re-bid specifications call for those bids to come before this Board on December 10.Metzger moved to reject the bids,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. Chairperson Goodwin announced that the agreement between the City and Stamper's Wrecker Service Inc.which had been approved at an earlier date is now in formal contract form and ready to be signed by the Board.Rabe explained that the bid had been awarded earlier in the summer and this incorporates all the bid specifications as well as items from the previous contract that have been traditionally included in the contract for the impound lot.Metzger moved to approve,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
